About IRRI

The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science, improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller Foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

The IRRI South Asia Regional Centre (ISARC) is an IRRI regional facility that supports research collaboration, training, and service provision to institutions, scientists, and other stakeholders from India and other South Asian and African nations. The centre aims to enhance South-South collaboration and strengthen the capacity of rice growing countries in South Asia and sub-Saharan Africa in crop production and seed quality and enhance farmers’ income. It also seeks to deliver research for development services for the private and public sectors through its state-of-the-art laboratory facilities for grain quality, crop production, and nutritional quality. Lastly, it enables knowledge transfer through short courses on rice-based agri-food systems and other IRRI Education products within the region.

Job Purpose

The Associate Manager – Financial Planning, Reporting and Compliance is responsible for ensuring accurate, timely, and compliant financial planning and reporting across projects and operations in IRRI India Office. The role safeguards the integrity of financial data, ensures compliance with donor and statutory requirements, and provides financial insights to support strategic and operational decision-making.

It serves as a key business partner to program and management teams, ensuring effective financial stewardship of donor-funded resources.

Roles and Responsibilities
  • Ensure integrity, accuracy, and completeness of financial reporting and general ledger.
  • Ensure correct recognition and reporting of donor funding and receivables.
  • Provide leadership to finance reporting team to ensure accuracy, timeliness, and accountability.
  • Lead filing of GST returns and liaising with the GST department for refund of GST paid by IRRI on all goods & services procured.
  • Ensure optimum internal controls and adherence to IRRI policy & good practice.
  • Partner with Program Teams and Finance Operations for budgeting, execution alignment, and financial accuracy.
  • Liaise with donors, auditors, and regulatory authorities on financial reporting and compliance matters.
  • Coordinate with HQ Finance on reporting standards, policies, and consolidation requirements.
  • Engage HR on payroll-related financial reporting and employee liability matters.
  • Act as key finance focal point for donor funding status and reporting discussions.
  • Lead and coordinate with Financial Reporting, Budgeting, and GL staff.
  • Lead budgeting, forecasting, and variance analysis processes.
  • Prepare internal management and donor financial reports.
  • Ensure accuracy and integrity of General Ledger. Perform and review balance sheet reconciliations.
  • Monitor donor funding receivables and grant entitlements. Ensure proper recognition of donor funding in financial records.
  • Reconcile funding agreements vs actual receipts, eligible expenditure vs donor claims.
  • Ensure accurate disclosure of donor funding position in financial reports.
  • Oversee compliance review of GST transactions and classifications.
  • Ensure correct TDS accounting and reporting compliance.
  • Ensure adherence to internal financial policies and donor agreements.
  • Review monthly payroll processed by Finance Operations.
  • Validate salary postings and allocations, provident fund and gratuity provisions, final pay computations for exiting employees.
  • Ensure correct accounting treatment of all employee-related liabilities.
  • Ensure payroll compliance is accurately reflected in financial statements.
  • Allocate and guide Financial Reporting, Budgeting, and GL team members.
  • Ensure timely completion of monthly and annual closing activities.
  • Allocate responsibilities and monitor performance of reporting staff.
  • Provide technical guidance on accounting standards, donor reporting, and compliance. Facilitate coordination between reporting and operations teams to ensure data integrity.
  • Support capability development and training of finance reporting staff. Act as escalation point for reporting and compliance issues.
  • Lead financial audit coordination (internal and external). Ensure timely resolution of audit findings.
  • Strengthen internal controls for reporting, payroll, and donor funding processes.
Qualifications
  • Master’s degree in accounting and finance; Chartered Accountant with minimum 10 years of progressive finance experience; strong background in financial reporting, budgeting, and multi-donor or government-funded projects in India; experience in India statutory compliance (GST, TDS, payroll-related reporting); exposure to audit coordination and financial consolidation.
  • Minimum 5 years’ experience in team management
Skills Required

Mandatory

  • Strong knowledge of financial reporting and General Ledger management.
  • Knowledge of donor funding, grant accounting, and receivables management
    Strong knowledge of Indian taxation, including GST and TDS.
  • Knowledge of payroll accounting and employee liability management
  • Working knowledge of PFMS for fund tracking, reporting, and reconciliation
  • Advanced proficiency in Excel and financial analysis, with experience in ERP systems.
  • Knowledge of team supervision and performance management principles.
  • Strong stakeholder engagement and relationship management skills.
  • Ability to provide strategic financial insights and recommendations.
  • High level of integrity, accuracy, and attention to detail.
  • Excellent written and oral communication and coordination skills.
  • Ability to work effectively in a matrix and multi-project environment.
  • Strong compliance and internal control orientation.
  • Ability to work independently with minimal supervision
