Mission and objectives
The UN Development Programme (UNDP) is the lead UN agency working to address poverty, inequality, and climate change. Through its global network of experts and partners in more than 170 countries, UNDP supports nations in developing integrated and sustainable solutions for people and planet. In the Pacific, UNDP provides regional and country-level support to ten countries: Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu. It also provides regional support to five additional countries: Cook Islands, Niue, Papua New Guinea, Samoa, and Tokelau, collectively serving a population of approximately 2.4 million people. UNDP Pacific operates through a multi-country programme approach, recognizing the shared development challenges of Small Island Developing States (SIDS). These include geographic isolation, climate vulnerability, small and fragile economies, limited institutional capacity, and exposure to global economic and environmental shocks. Its current work is guided by the Multi-Country Programme Document (MCPD) 2023–2027, which is derived from the UNSDCF for the Pacific (2023–2027) and aligned with the UNDP Strategic Plan (2026–2029) and the 2050 Strategy for the Blue Pacific Continent. UNDP works in close partnership with governments, civil society, and development partners to support countries in achieving sustainable development outcomes. This includes strengthening governance systems, reducing poverty, enhancing resilience, and promoting inclusive growth in line with the 2030 Agenda for Sustainable Development. A strong emphasis is placed on transparent results-based management and accountability. UNDP ensures that Results and Resources Frameworks are central to programming, monitoring, evaluation, learning, and reporting. In addition, corporate dashboards and localized web-based financial delivery dashboards with real-time data visualization are being developed to track fund utilization against available resources. These tools enable programme teams and senior management to make timely, evidence-based decisions and course corrections, ensuring the Pacific Office meets its annual financial delivery targets while remaining aligned with national priorities and the Sustainable Development Goals (SDGs). UNDP remains firmly committed to the Pacific Island countries it serves and their people. The UNDP Pacific Office in Fiji operates through two main focus areas: Resilience and Climate Change, and Effective Governance and Inclusive Growth. These clusters integrate both regional and country-level programme portfolios to strengthen linkages, improve coherence, and enhance impact. The Management Performance & Oversight Team provides strategic guidance and advisory support to ensure effective and efficient utilization of donor resources. This support extends across programme and project teams and senior management working across the ten Pacific countries, strengthening delivery and accountability across the region.Context
Task Description
Within the delegated authority and under the supervision of the Team Lead of the Management Performance & Oversight (MPO) Team, and in close coordination with, and under the technical guidance of, the Resource Management Specialist and Compliance Analyst, the Financial Dashboard Specialist will undertake the following tasks: 1. Data Harmonisation a. Conduct a comprehensive assessment of reporting requirements and data needs of the UNDP Pacific Office. b. Collaborate with the MPO Resource Management Specialist and Compliance Analyst to identify key financial management indicators and data points to be reported. c. Identify linkages and integrate data from UNDP corporate platforms and approved manual data repositories maintained by the MPO team, ensuring consistency and alignment with official corporate reporting sources. d. Define and document the approved “source of truth” for each financial and programme indicator incorporated into the dashboard. e. Develop and document a methodology for data harmonisation and aggregation across diverse country-level and corporate systems, including procedures for managing data discrepancies, refresh schedules, and variations in reporting frequency. f. Determine data security protocols and user access levels for senior management, programme teams, project teams, and MPO users, including data generation periodicity and quality assurance procedures. 2. Pacific Integrated Financial Dashboard – Engineering and Design a. Develop a detailed, scalable design for the web-based Pacific Integrated Financial Dashboard (P-IFD). b. Structure the dashboard to enable intuitive data visualisation, trend analysis, exception monitoring, and reporting of aggregated financial data. c. Incorporate mapping and segmentation functionalities to visualise financial data across multiple dimensions, including: i. Geographic coverage (by country and multi-country contexts) ii. Programme clusters (Resilience & Climate Change; Effective Governance and Inclusive Growth) iii. Sub-thematic areas (Energy, Health, Climate Adaptation and Resilience, Climate Finance, Governance, Area-Based Programming, Electoral Management, and Identification systems) iv. Office locations (Fiji, FSM, and Solomon Islands) v. Donor profiles (e.g. DFAT, EU, MFAT, Global Fund, GCF, GEF, Japan, etc.) vi. Financial flows (funds planned, disbursed, and utilized by UNDP partners, including governments, NGOs, CSOs, and grant recipients) vii. Performance indicators (delivery against AWP and Country Office Business Plan targets, pipeline trends, ageing advances, and partner assurance metrics) d. Design intuitive and interactive visualisation tools (charts, graphs, heatmaps, dashboards, progress indicators) to present complex financial data in a clear and accessible format. e. Integrate automated validation rules and exception flags to identify missing, duplicated, delayed, or inconsistent data. f. Liaise with the Results-Based Management (RBM) Specialist to develop a results tracking module within the dashboard. g. Develop a data backup, archiving, business continuity, and cybersecurity framework to ensure system sustainability and operational continuity. 3. Pilot Testing, Finalisation, and Roll-out of the P-IFD a. Conduct structured pilot testing and user acceptance testing (UAT) with multiple user groups and resolve technical and functional issues identified during testing. b. Ensure dashboard outputs reconcile with UNDP corporate reporting platforms (including Quantum, STREAMS, UNDP at a Glance, and other approved systems), including documented variance analysis and resolution of discrepancies. Establish and maintain ongoing quality assurance procedures for all data inputs, transformations, and outputs. c. Develop a user manual and training materials, and conduct knowledge transfer and training sessions for designated UNDP personnel. d. Ensure formal handover of all source files, datasets, backend logic, system architecture, administrative rights, and technical documentation to UNDP upon completion of the assignment.Competencies and values

The UN Volunteer will be based in Suva, Fiji. The overall cost of living in Suva is generally manageable; however, imported goods and private services can be relatively expensive. Rental prices vary significantly depending on the location, type, and standard of accommodation selected within the city. Fiji’s healthcare system comprises both public and private medical services, which are generally accessible within Suva and meet basic to advanced healthcare needs. At present, there are no significant security threats or direct risks to UN personnel or assets in the country. The selected candidate will be responsible for complying with all applicable immigration, customs, and health requirements related to entry into and departure from Fiji.
