Organizational Setting and Reporting Relationship

The position of Economist is assigned to the Central and West Asia Department (CWRD) and may be outposted to a CWRD resident mission. Initially, you will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to a Regional Lead Economist for CWRD and oversee junior team members in the unit.

Your Role

As an Economist, you will work independently or as part of a team to conduct economic analyses for country partnership strategies and background studies on policy-relevant issues of strategic interest to ADB Management and its developing members. You will contribute to the publication and sharing of research, prepare analyses to support decision-making by ADB and its member governments, and provide technical support to ADB operations.

You will do:

Economic Research and Operational Support

  • Undertake applied and policy-relevant research on issues in development, macroeconomics, microeconomics, or international economics, focusing on empirical studies on the department's current policy priorities, which include private sector development, regional cooperation and economic integration, human capital development, digital economy, macro and financial stability, and skills and the future of work.
  • Contribute to the background studies to inform the country partnership strategy. Work with country economists and economic officers to prepare country diagnostic studies. Publish analytical pieces through policy briefs, working papers, and peer-reviewed journals.
  • Coordinate the internal review and provide substantive advice and comments on the economic rationale and quality of economic analysis in operation documents and programs; contribute to sector-specific policy and related documents.
  • Contribute to the economic updates through briefings to the ADB management and briefing notes.
  • Help deliver internal and external training programs for ADB staff and government officials.
  • Support the design, processing, implementation, and administration of technical assistance projects for DMCs on empirically rigorous policy analysis across a broad range of areas.

Economic Research and Operational Support

  • Contribute substantially to the dissemination of ADB knowledge outputs and publications.
  • Support the capacity building work of CWRD by undertaking collaborative research, dissemination, networking, and capacity building activities with specialists across a global network of knowledge institutions and with other ADB knowledge and operations departments.
  • Contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination, and knowledge building.

Staff Management

  • Provide leadership and support to reporting staff and ensure the quality of their work.
  • Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance, and ensuring their ongoing learning and development.

Qualifications

You will need:

  • A University degree in Economics, or related fields, preferably at post-graduate level or its equivalent with a background in empirical analysis and policy-focused work.
  • At least 6 years of relevant professional experience is required, with demonstrated experience conducting independent research and/or support for high-level strategic works.
  • International work experience working in several countries.
  • Technical knowledge, analytical, and conceptual skills in economics. Work experience in the Central and West Asia's developing member countries is an asset.
  • Understanding of ADB or similar multilateral development bank's institutional context, strategies, priorities, and objectives.
  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
