Project Context and Scope

The International Organization for Migration (IOM) in Turkmenistan is implementing a project to support national efforts in effective water resource management and climate change adaptation planning, with a particular focus on vulnerable groups, including families of migrants left behind and women‑led households. The project aims to enhance the adaptive capacity of these target groups by strengthening their knowledge and practical skills, as well as through a series of seminars for decision‑makers, planners, and technical experts from local administrations and communities in Akhal and Dashoguz velayats on inclusive local‑level climate change adaptation planning. In addition, the project envisages demonstrating efficient water resource use and the application of traditional, innovative, and environmentally sustainable technologies on irrigated lands in the mountainous village of Konegummez (Akhal velayat) and on desert pastures of the Garagum livestock farm in Dashoguz velayat. A key component of this work is stakeholder engagement and cooperation to improve local‑level adaptation planning, strengthen resilience, and ensure national ownership of project results. The project also includes thematic studies to support national climate change adaptation efforts. Project activities will contribute to fulfilling national commitments related to climate change adaptation for vulnerable populations.

The National Consultant will work closely with the IOM project team and other relevant stakeholders to ensure successful implementation of this assignment.
 

Project Title: “Improving Adaptive Capacity of Local Communities to Water Shortages and Land Degradation in Two Climatic Hazard Affected Regions of Turkmenistan”.
Duty location of Consultancy: Akhal and Dashoguz velayats, Turkmenistan    
Contract Duration:: 3 months
 

•  Provide technical advice during the review of technical proposals.
• Conduct technical supervision of the installation of water‑saving technologies and related infrastructure implemented by the selected contractor, including:
  • monitoring the quality and timeliness of works performed by the contractor;
  • overseeing the timely procurement and delivery of required materials and equipment and their compliance with technical standards;
  • identifying and addressing potential technical issues in a timely manner in coordination with local authorities and IOM Turkmenistan;
  • participating in the evaluation and acceptance of all stages of completed works;
  • supervising proper installation of water‑saving technologies in compliance with national regulatory requirements;
  • final acceptance of facilities, testing of all systems and water‑saving technologies prior to handover for operation.
• Submit interim progress reports on completed stages of works.
• Submit a final report upon completion of all works.

Required Qualifications and Experience

Education

• Higher or specialized technical education in architecture and/or engineering.

Experience

• At least 5 years of professional experience in the public or private sector in architecture, engineering, or related fields.
• Experience in technical supervision or author’s supervision of construction/engineering works.
• Practical field experience at project and demonstration sites (preferably in rural areas).
• Experience working with contractors, equipment suppliers, and local users.
• Experience in maintaining on‑site technical documentation.

Skills

• Knowledge of standards and regulations related to installation of water‑saving technologies and construction of related infrastructure.
• Ability to conduct regular field visits (according to the agreed work schedule) to Konegummez village, Baherden etrap, Akhal velayat, and Damla/Garayanyk villages, Gorogly etrap, Dashoguz velayat.
• Proven report‑writing skills relevant to the assignment.
• Confident PC user.

Languages

• Fluency in Turkmen and Russian languages.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
