Project Context and Scope
The International Organization for Migration (IOM) in Turkmenistan is implementing a project to support national efforts in effective water resource management and climate change adaptation planning, with a particular focus on vulnerable groups, including families of migrants left behind and women‑led households. The project aims to enhance the adaptive capacity of these target groups by strengthening their knowledge and practical skills, as well as through a series of seminars for decision‑makers, planners, and technical experts from local administrations and communities in Akhal and Dashoguz velayats on inclusive local‑level climate change adaptation planning. In addition, the project envisages demonstrating efficient water resource use and the application of traditional, innovative, and environmentally sustainable technologies on irrigated lands in the mountainous village of Konegummez (Akhal velayat) and on desert pastures of the Garagum livestock farm in Dashoguz velayat. A key component of this work is stakeholder engagement and cooperation to improve local‑level adaptation planning, strengthen resilience, and ensure national ownership of project results. The project also includes thematic studies to support national climate change adaptation efforts. Project activities will contribute to fulfilling national commitments related to climate change adaptation for vulnerable populations.
The National Consultant will work closely with the IOM project team and other relevant stakeholders to ensure successful implementation of this assignment.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
