Job Description

Job Overview:
The Finance Officer will help implement and monitor NRC’s financial management activities related to Kadugli field office. The finance role will be provision of support to all active core competencies in the respective field of operation to implement their project activities. The Finance Officer also assist in day-to-day implementation of financial responsibilities as defined below:
Generic responsibilities:
1. Implement NRC’s systems and procedures at area level
2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
3. Prepare and submit reports and analysis
4. Ensure proper filing of all support documents
5. Support line managers in procedures and require support team trainings
6. Support holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific responsibilities:
 Ensure to support the Area Support manager, consistent with applicable laws, procedures and NRC’s standard operating procedures and instructions
 Participating essentially in designing the department strategy, advising on strategic implementation of the activities, and following up the implementation.
 Verify that vouchers and supporting documents meet NRC standards before payment. Be responsible for payments to Implementing Partners.
 Customize and tailor Partnerships’ agreements on the negotiation stage and follow up during the
 Implementation stage.
 Verification Implementing Partner`s financial reports, ensure that all supporting documents meet NRC standards, clear and eligible.

Conduct meetings with the Partners on the stage of negotiation, prepare presentations. Be on standby for the support of new partners with trainings and be able to discover problems during implementation period in a timely manner.
 Ensure that all costs are timely booked into Agresso on a daily, weekly, and monthly basis. Be responsible to write transactions numbers on the vouchers and label financial documents.
 Prepare bank accounts reconciliations.
 Ensure implementing of the routine for securing supporting documentation in a digital format.
 Focal person for Area office project Audit & support country office during internal and external audits and preparing donor reports.
 Involvement in cash projects (payments to beneficiaries).
 Responsible for Cash & bank transactions & ensure to review and post income and cost in to bank/cash boxes i.e. USD and SDG and keep it updated on daily basis
 Ensure to be focal person between field office, Area and Support offices in regards to funds transfer requests and other payments through bank
 Ensure timely obtaining of monthly bank statement and reconciliation of bank accounts within the stipulated period
 Review Monthly Payroll and Ensure accurate payroll is processed and timely paid
 Ensure funds are available for program operations by Consolidating Cash flow forecast from Budget holders and requesting for cash
 Ensure release of payment to Suppliers/Vendor contractors and other payments as stipulated in the contract/ agreement (s) and in line with NRC policies and procedures
 Ensure prevention of waste, fraud and mismanagement before processing the payments
 Ensure that all tax compliance issues, as well as banking services kept in line with NRC and government policies before the payment is processed
 Maintain a proper filing of vouchers and other financial documents in NRC’s standard filing system
 Organize Monthly BVA’s and support in Finance report
 Prepare induction plan for new comers and finance relevant exist process for those leaving the organization
 Perform other duties in line with NRC standard operating procedures as assigned by Line Manager

• Implementation: Finance Assistant, Logistics, HR and Admin plus all Core Competencies staff

• Experience from working as a Support Function Officer in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
 Excellent knowledge in Microsoft Office
 Fluency in written and spoken English
 Ability to work additional hours if and when required
 Ability to commence work immediately
Context/ Specific skills, knowledge and experience:
 University Degree in Public Administration, BBA, and Economics is required or related field
 At least 2-3 years’ previous work experience with a satisfactory performance in the same or similar functional area with an NGOs;
 Ability to establish and maintain productive relations with clients by gaining their trust and respect, as well as to identify clients’ needs and match them to appropriate solutions;
 Ability to monitor ongoing developments in and around area of responsibility to keep informed and anticipate problems, as well as meet timeline for delivery of services to clients;
 Excellent communication (spoken and written in English) skills, including the ability to convey complex concepts and recommendations to staff at senior levels.
 Working knowledge of the Guiding Principles on Internal Displacement;
 Proficient computer skills (especially MS. Office Package)
 Excellent interpersonal skills;
 Good control and supervisory skills
 Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
