Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Under the overall supervision of the Resources Management Officer and direct supervisor of the Human Resources Specialist, the incumbent will be responsible for the following duties:
Provides Human Resources support to the mission and to other IOM entities supported administratively by the mission.
Assist in coordinating the recruitment process for national staff including the preparation of the vacancy notice for new positions, advertisement, ongoing communication with applicants, receiving CVs, helping in shortlisting, and arranging interviews.
Answers to external inquiries regarding employment / internship opportunities in the Organization; participates in events and presents HR and employment opportunities in the mission.
Prepare all administrative requirements for newly recruited staff and consultants in Country Office, CR – contract, forms, medical examination etc.
Maintains the staff attendance records (attendance sheet, electronic key system, PRISM system), and ensures that supporting documents are accurate and filed properly.
Maintain a database on contract information, contract issuance and signature, monitoring contracts dates, separation requirements, Medical insurance cards, bank letters, etc. in coordination with the Country office in Costa Rica.
Follow up on the completion of the staff evaluation system (SES for the staff under National Office, CR).
Prepare and coordinate with the HR officer the staff separation clearance form and follow up on the separation entitlements and process for completion according to IOM policies.
Acts as a back-up of team members when and if necessary.
Maintains all structural information and personnel data in PRISM (OM, PA, Time and Attendance).
Maintains the Mission´s personnel files, in digital and hard copy.
In line with the IOM regulations, rules and polices, supports the organization of HR processes including handling of entry-on-duty or separation-from-service, preparation of contracts and/or terminations as required.
Assist in handling HR actions related to consultants in coordination with the requesting department.
In line with the IOM procedures and local regulations, reviews and implements changes based on the National Social Security Scheme, reviews changes of salary scale for local staff and calculates new IOM salary scales according to set procedures.
In coordination with the supervisor and unit managers, reviews and coordinates staff training requests.
Assists with the preparation and issuing of the Country Office payroll and prepares monthly/annual reports and calculations for relevant departments. Prepares any other HR related statistical reports as required by the CoM and/or donors.
Performs any other duties as assigned by the CoM and/or the immediate supervisor
Required Qualifications and Experience
Education
Bachelor’s degree in business or Public Administration with at least 2 years of relevant working experience.
OR Secondary School Diploma with specialized focus in Human Resources and at least 4 years of relevant working experience
Experience
Experience with and knowledge of administrative/Human Resources management policies and procedures of a national and/or international non-governmental organization will be an added advantage.
Knowledge and understanding of HR administrative best practices and procedures;
Familiarity with Costa Rican Labour law and national procedures;
Previous work experience with national, regional or international public bodies would be an advantage;
High level of computer literacy in standard MS products with specific proficiency in MS Excel is required, knowledge about SAP/HR an advantage.
