Under the overall supervision of the Head, HRAUL and the direct supervision of the National Human Resources Officer (NO-B), the successful candidate will provide HR administrative support services for local staff and Category A consultants worldwide, in close coordination with Country Offices, Regional Offices, Headquarters Divisions, and internal stakeholders, supporting the delivery of standardized, high quality services in line with established procedures and SLAs.
Administration for Local Staff and Category‑A Consultants
Provide centralized administration support services through the Global Shared Service Centre (GSSC) for local staff and Category‑A consultants worldwide, supporting multiple Country Offices, Regional Offices, and organizational units.
HR Systems Administration and Service Quality Management
Perform assigned operational roles in IOM’s corporate HR systems for local staff and Category‑A consultants, supporting the accuracy, consistency, and completeness of HR data across all supported countries. Input, maintain, and verify contractual data based on approved documentation; monitor contract start/end dates, extensions, eligibility for entitlements, allowances, and benefits as applicable; initiate follow‑up actions for contract lifecycle events; and generate, review, and verify personnel actions, contract amendments, extensions, and HR reports in line with GSSC standards and SLAs.
HR Actions and Contract Lifecycle Management
Process and monitor a wide range of HR actions related to local staff and Category‑A consultants, including contract issuances, renewals, extensions, amendments, separations, and promotions, as applicable. Coordinate with relevant stakeholders to support compliance with contractual, policy, and procedural requirements, escalating complex cases to supervisor as required.
HR Documentation, Reporting, and Records Management
Draft and review standard HR correspondence, contract letters, and notifications. Maintain complete and audit‑ready electronic and physical records, supporting systematic archiving of personnel files, consultancy files, recruitment documentation, HR policies, procedures, SOPs, and internal control documentation in accordance with GSSC standards.
Client Support
Serve as a point of contact for Country Offices and staff worldwide on operational HR matters related to local staff and Category‑A consultants. Provide accurate and timely information on contracts, entitlements, obligations, and HR procedures in line with IOM policies, escalating sensitive or complex cases to senior HR staff as appropriate.
Quality Control, and SLA Compliance
Identify recurring issues, data inconsistencies, and process gaps in HR service delivery related to local staff and A-consultants; raise improvement opportunities to the supervisor; and contribute inputs to the refinement of SOPs, workflows, templates, and quality‑control tools. Support the monitoring of service quality and SLA compliance by by completing assigned HR transactions accurately and withing established timelines.
Coordination and Knowledge Sharing
Participate in internal working groups, task forces, and HR coordination activities as assigned, contributing a shared‑services perspective and promoting consistency, harmonization, and best practices.
Support and Guidance to Junior Staff
Provide day‑to‑day guidance, on‑the‑job training, and support to new or junior HR staff within the GSSC, monitoring assigned work to support accuracy, timeliness, adherence to SOPs, and compliance with service standards.
Other Duties
Perform such other related duties as may be assigned to support the effective functioning of the Global Shared Service Centre and the delivery of standardized, high‑quality HR services.
