Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

With a total gross domestic product (GDP) of over USD 430 billion, Bangladesh is the second-largest economy in South Asia. Between 2000 and 2019, Bangladesh’s economy registered high GDP growth, averaging around 6% per annum. During this period, there were several notable improvements across different socioeconomic indicators, putting the country on track for a formal graduation from the group of least developed countries (LDCs) in 2026. Bangladesh’s score on the human development index (HDI) increased from 0.49 in 2000 to 0.68, placing it among countries categorized as medium human development. The national poverty rate fell from over 48% in 2000 to less than 19% in 2022. 

Despite the progress, Bangladesh faces several development challenges, and with the current trend, the country is unlikely to meet several Sustainable Development Goals (SDGs). Even before the political crisis in 2024, Bangladesh was grappling with double-digit inflation. According to the latest estimate, GDP is expected to grow by 3.7% in 2025, much slower than the GDP growth in the past. Without an uptick in private investment, the economy cannot diversify, a necessary condition for creating decent jobs. With low social spending and weak capacities, the government is constrained from providing quality services to the people. Bangladesh is also one of the most vulnerable countries to climate change and is prone to natural hazards, including climate-induced disasters.   

As the UN’s development agency, UNDP has been in Bangladesh since 1972, promoting inclusive growth and democratic governance, and helping the country to achieve equitable and sustainable development. UNDP has been a close partner of Bangladesh in co-designing policy solutions, building national capacities, and promoting innovations to help meet its developmental aspirations.

The United Nations continued to support the Government of Bangladesh in addressing one of the world’s largest and most protracted humanitarian crises, with over 1.1 million Rohingya refugees residing in Cox’s Bazar alongside vulnerable host communities. The response context remained highly complex, shaped by protracted displacement, environmental degradation, and growing exposure to climate-related hazards. Cox’s Bazar continues to face recurrent cyclones, intense monsoon rainfall, landslides, and flooding, which compound humanitarian vulnerabilities and place additional pressure on already strained services and ecosystems. 

In this setting, UNDP has been contributing to strengthening the humanitarian-development-peace nexus through integrated interventions that combined disaster risk reduction, environmental service delivery, and evidence-based planning. These efforts aimed not only to respond to immediate needs, but also to build longer-term resilience, reduce systemic risks, and support more sustainable and inclusive response systems.

Duties and Responsibilities

This position will directly report to the Head of Sub Office (Head of Field Office), UNDP Sub-office, Cox’s Bazar.

General Administration Support:

  • Provide general administration and operational management support to the UNDP-CXB Sub-office in full compliance with UNDP rules & regulations.
  • Effective management of the Sub-office project’s operations team comprising finance, procurement, administration, and logistics issues.
  • Full compliance with UN/UNDP rules, regulations, and policies of financial processes, financial recording/reporting system, and follow-up on audit recommendations, implementation of effective internal controls, and proper functioning of a client-oriented financial resources management system.
  • Provision support for planning the project's financial resources, such as preparing reports containing an analysis of the financial situation, preparing and monitoring budgets, and regularly analyzing and reporting on budget approvals and the delivery situation.
  • Project planning, Management support and Annual Work Plan (AWP). Ensure the administration and implementation of operational and financial strategies and adapt processes and procedures to achieve Sub-office results.
  • Preparing invoices for all types of payments and addressing any financial and payment process issues with GSSC.
  • Prepare the revision of AWPs, and periodic revisions of procurement/HR plans, ensuring that plans are updated promptly and in close coordination with the UNDP Country Office (Programme, HR and Procurement Teams).
  • Provide organizational and administrative support in implementing project activities, including organizing roundtables, workshops, training, meetings, and other events.
  • Support the projects in the procurement process and coordinate with UNDP-CXB Operations, including assistance in preparing RFQs, ITBs, or RFP documents, conducting Micro-purchasing canvases, receiving quotations, bids, or proposals, and evaluating them.

Travel and Transport Support:

  • Monitoring TR, TP, Ticketing and processing Daily Subsistence Allowance (DSA);
  • Monitoring Fleet management functions like vehicle scheduling, reviewing monthly vehicle movement sheets/log sheets and renewal insurance, fitness, registration, etc., before expiry.
  • Prepare all administrative documents and maintain files systematically.
  • Supervise and monitor duties/ activities of drivers and messengers of the Sub-office.

Asset Management Support:

  • Ensure project assets management functions, like receive, assign, physical counts, reporting, and proper documentation.
  • Assist asset transfer/disposal as per UNDP asset management guidelines.
  • Assist in day-to-day administrative support for smooth operation of project activity in the field.
  • Provide support in HR documentation and Maintain leave records of project staff.
  • Prepared Invoices for a smooth payment process for consultants and vendors.
  • Maintain project cash advance and ensure invoices/bills as per UNDP policy/rules.

Project Management and knowledge sharing:

  • Manage Sub-office all types of contract management.
  • Drafting of Letters of Agreement, Memorandum of Understanding, Cost-sharing agreements, Fund release letters, Contracts with implementing partners, and other documents per UNDP’s rules, regulations, and formats in close coordination with project administration and finance associate.
  • Oversee the management of various contracts with implementing partners—government entities, NGOs, UN agencies, etc.;
  • Ensure compliance with all the guidelines regarding personnel management, procurement, sub-contract and financial management.
  • Maintain liaison and due coordination support with relevant agencies and Projects stakeholders.
  • Organize training for the operations/projects staff on administration. 
  • Provide sound contributions to knowledge networks and communities of practice

Required Skills and Experience

Education:

  • Secondary Education is required. or 
  • University degree (Bachelor’s degree) in Business Administration, Public Administration; Social Science; Management and Finance or any other related field from any recognized University will be given due consideration, but it is not a requirement.

Experience:

  • Minimum of 7(seven) years (with secondary education) or 4 (four) years (with bachelor’s degree) of relevant experience in vehicle and assets management including logistic support preferably with any National or International/ Development organizations is required

Required skills and competencies:

  • Strong IT skills and sound knowledge of MS Office applications (Word, Excel, PowerPoint, Outlook.
  • Experience in handling Quantum or web-based enterprise resource management systems.
  • Demonstrates behaviours such as teamwork, knowledge sharing, and maintaining relationships.
  • Strong communication skills in written and oral.

Desired additional skills and competencies:

  • Understanding of general administration and budgeting, particularly international development organization’s administrative, program, and financial procedures.
  • Experience in admin and logistics support for organizing seminars, workshops and other events.
  • Familiarity with payment processes, financial processes and providing services using enlisted suppliers.
  • Experience in handling of Quantum or web-based enterprise resource management systems.
  • Experience in working with international organizations, or development organizations.
  • Demonstrated strong client orientation and planning skills.

Required Language(s) (at working level):

  • Fluency in written and spoken English and Bangla is required.
