Purpose
As Head of Data & Corporate Solutions Department, you will lead one of the EIB Group’s most critical transformation areas, combining strategic vision, enterprise leadership and data expertise to shape outcomes at the EIB Group scale.
Operating Network
The Data & Corporate Solutions Department reports to the Director General GIS, within the Group Information Systems Directorate. The role of the Department is to reinforce the business through effective, innovative and faster data collection, management and reporting.
The department plays a central role in enabling EIB Group digitalisation by managing and evolving strategic capabilities across data management, ERP solutions, collaborative technologies, and institutional information services. It supports decision-making, operational efficiency, compliance, and the Group’s mandate as an EU institution. The function requires visionary leadership, strong stakeholder influence, and the ability to orchestrate complex transformation programmes.
The department is composed of:
- Data Management Division: enterprise data governance, architecture, quality, and data platforms.
- Analytics, AI & Reporting Division: BI, analytics, AI/ML engineering, enterprise dashboards, and advanced reporting.
- Record & Information Resources Division: records management, archives, information lifecycle, and institutional knowledge.
- Corporate Solutions / ERP Division (new or expanded): ERP strategy, HR/Finance/Procurement systems, workflow digitisation and process optimisation.
The position requires vision, flexibility, strong achievement drive, excellent communication skills, a collaborative spirit, and strong competencies in managing, leading and motivating staff.
Accountabilities
- Lead and shape one of the EIB Group’s most critical transformation areas, setting the strategic direction for data, analytics, information management and corporate solutions in support of the Group’s digitalisation objectives.
- Drive enterprise wide data transformation, positioning data as a strategic asset and overseeing the evolution of data governance, data platforms, analytics, AI enabled reporting and information services.
- Design and lead a fit for purpose organisation, defining the right structures, roles, skills and ways of working to deliver complex transformation at scale.
- Act as a trusted partner, providing strategic guidance on data and information solutions, influencing investment decisions and aligning priorities with institutional objectives.
- Oversee the evolution of information, records and collaboration services, ensuring effective lifecycle management, regulatory compliance (including data protection), and modern, user centred solutions across the Group.
- Continuously improve efficiency and impact, identifying opportunities to streamline information flows, enhance collaboration, optimise costs and modernise delivery practices.
- Lead large, complex delivery ecosystems, including internal teams and external service providers, ensuring robust governance, effective procurement, and high quality delivery within budgetary and legal frameworks.
- Build and sustain a high performing leadership and delivery organisation, ensuring teams have the right skills, clarity of objectives and operating environment to deliver complex transformation at scale.
- Expand your impact at enterprise level, shaping outcomes beyond the immediate department by partnering across the organisation on high‑impact, strategic initiatives.
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in Data Science, Information Management, Computer Science, Engineering, Business or a related domain.
- At least 10 years of progressive experience in senior leadership roles, with substantive responsibility for enterprise‑scale data, digital or technology‑enabled transformation environments. This experience must demonstrate progression in scope, accountability and organisational influence
- At least 5 years in in a people leadership or managerial role, including responsibility for leading and developing large teams and delivering complex, multi‑stakeholder transformation initiatives.
- Proven leadership of major transformation programmes at enterprise level, ideally involving data, digital platforms or technology‑enabled change, in organisations of substantial scale and complexity (e.g. financial institutions, public sector bodies, large corporates or technology‑driven organisations).
- Strong, hands‑on experience in data management and data governance, with a demonstrated ability to position data as a strategic asset enabling decision‑making, innovation and institutional performance.
- Demonstrated experience with modern data and technology environments, such as cloud‑based platforms, automation and advanced analytics ecosystems, either through direct accountability or by leading expert teams.
- Solid experience managing external partners and outsourced services, ensuring effective delivery, governance and value creation.
- A broad understanding of information management and digitalisation practices, including exposure to areas such as analytics, reporting, Agile ways of working and modern delivery models. Experience in records or information lifecycle management is an advantage, but not a prerequisite.
- Ability to quickly understand complex organisational processes and business needs, and translate them into effective data and information solutions.
- Excellent knowledge of English. Knowledge of other EU languages would be an advantage**.
