Your team

Within the The Directorate Maastricht Upper Area Control Centre, the "Facilities" service is responsible for the provision of soft and hard facility management and physical security services.

Your role

Your role will be to:

  • Plan, drive, and monitor Technical Facilities team output, including resource allocation, role definition, objective setting and performance evaluation.
  • Address performance issues and knowledge gaps, foster development through training, coaching, mentoring, etc. to ensure required competencies and ATSEP/Safety related certifications remain valid.
  • Ensure all technical maintenance activities, (acceptance) testing and interventions are performed in accordance with the existing safety, quality and security systems and meet the service objectives (energy, efficiency, safety, …)
  • Monitor power quality and (electrical) load management, ensure the analysis of deviations and corrective and preventive actions.
  • Support budget and resource planning, ensuring that the team has the resources necessary to meet its objectives and that activities are aligned with the overall strategy and the Multi Year Maintenance Plan (MYMP).
  • Identify and implement process- and/or technical improvements to enhance service delivery and/or contingency with a focus on balancing quality and cost-effectiveness.
  • Establish and maintain relationships with external suppliers (e.g. mechanical, UPS, diesel generator maintenance companies), define technical specifications and service levels, monitor their contractual compliance, and initiate escalations when necessary.
  • Manage and/or contribute to project activities including resources, timelines, and team coordination, and collaborate with other teams as required to ensure successful project execution.
  • Track and report team progress, measure output against agreed objectives in terms of achievement, performance, quality and cost, make adjustments as needed or escalate issues to senior management
  • Prepare technical documents (e.g. specifications, service levels), policies, procedures, reports, ... and ensure periodic reporting on team performance, incidents, projects, and activities in compliance with the organisational standards.

Required qualifications, experience & competencies

  • Completion of third level studies (Electrical, Electro-mechanical or Mechanical Engineering), meeting EQF Level 6 or higher and relevant professional experience of 4 years.

  • The following certificates would be considered an advantage when applying and/or will need to be obtained by the end of the probation period:

    • Certification BHV (Primary Intervention Team)

      • Certification NEN1010*
      • Certification NEN3140*
      • Certification VCAVOL*
        *Certifications required for the Netherlands and Belgium

  • Experience of electrical, electro-mechanical, and/or HVAC systems, including maintenance and emergency procedures.
  • Experience in people management or supervision.
  • Experience with maintenance management systems (e.g., Ultimo).
  • Experience with Building Management Systems (e.g. Siemens, Desigo)
  • Project management skills.
  • Stakeholder management skills.
  • (Technical) writing skills (English).
  • The following competencies are considered an asset:
    • Knowledge of Security systems (e.g., Access Control, CCTV).
    • Knowledge of Document Management (e.g., SharePoint).
    • Contract management skills (SLA’s).

    For this particular job, candidates must be proficient users of English and Dutch at level C1.

    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be engaged in accordance with the provisions of the General conditions of employment governing servants at the EUROCONTROL Maastricht Centre.
  • Conditions depending on current type of engagement
    Contract staff engaged for a determined period
    • Retain their current type of contract duration.
    • Continue under their existing contract duration, as contract durations are not cumulative.
    • The duration of their contract will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined contract continues to apply.
    • Renewal(s): This contract may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration contract is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

    • Retain their current type of contract duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their previous generic post, job level, and function group.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
