IFC’s Strategic Initiatives & Resources Department (CSR) is part of the Strategy & Operations Support Vice Presidency (COSVP). For its budget functions, the department is also a constituent of the WBG Budget & Procurement organization (WBPVP). CSR is responsible for IFC and MIGA’s business planning, budgeting, investment and advisory support, reporting and analytics, administration, procurement, facilities management, and global security, among other core administrative functions. The department plays a key role in connecting organizational priorities and delivering insight and consistency across IFC and MIGA’s resource management.

This Manager position will primarily support IFC teams operating across South Asia, East Asia and South West Asia and the Pacific Islands.  The role provides strategic and operational leadership in resource planning, budget oversight, and procurement, advising the Regional Vice President, partnering with the Regional Management Team, and leading a budget team supporting IFC’s operations across this dynamic region. 

Duties and Accountabilities

Business Management Responsibilities
•   Act as a strategic finance partner to IFC Regional Directors (South Asia, East Asia and South West Asia and the Pacific Islands) and Regional Industry Directors (FIG, MAS and Infrastructure) and their respective leadership teams on resource planning, budget formulation, and internal controls.
•   Lead the implementation of budget reforms and drive cost-effective delivery of business finance services, emphasizing standardization, simplification, and automation.
•   Oversee business planning deliverables, including integrated, multi-year staffing and resource plans.
•   Ensure compliance with WBG and IFC policies and maintain robust internal controls.
•   Coordinate closely with WBG teams as IFC CSR’s primary contact for matters related to real estate, procurement, and security, ensuring smooth collaboration across all areas.

People/Talent Management Responsibilities
•   Build and manage a high-performing, diverse team, fostering skills in analytics, reporting, and business finance.
•   Oversee recruitment, performance evaluation, mentoring, and career development for unit staff.

Resource Management Responsibilities
•   Support VPUs in managing budgets, ensuring effective formulation, monitoring, and utilization of financial resources.
•   Provide input into budget decisions and support financial sustainability and resource alignment.

Relationship Management Responsibilities (Internal and External)
•   Build strong partnerships across the WBG Budget & Procurement VPU, IFC Strategy & Operations Support VPU, client VPUs, HR, and other key stakeholders to drive results and innovation.
•   Represent client VPUs in outreach to stakeholders and ensure alignment with corporate policies and requirements.

Knowledge Management Responsibilities
•   Identify and communicate business priorities and requirements for enhanced processes, practices, and tools.
•   Promote and implement resource management solutions designed by Centers of Expertise, supporting continuous improvement across IFC.


Selection Criteria

•   Master’s degree in Finance, Accounting, Business, Economics, or related field.
•   Minimum 12–15 years of progressively responsible experience in resource management, business finance, or related roles.
•   Proven ability to lead and manage large and geographically dispersed teams, foster innovation, and guide staff through problem-solving and feedback.
•   Superior understanding of IFC and WBG resource management processes, systems, and policies.
•   Demonstrated experience leading cross‑institutional resource management reforms, including design and rollout of policies, frameworks, or new operating models.
•   Understanding of IFC and WBG Operations and ability to provide excellent resource management and business finance advisory services to the business
•   Strong analytical, strategic, and communication skills.
•   Proven ability to operate effectively in a multicultural environment and deliver results under tight deadlines.
