Job Description

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Contracts and Business Solutions Division (CBS), Business Digitalisation and Support Unit (BuDiS) at its headquarters in Luxembourg, a Business Analyst – Data & Back-Office Systems*.

This is a full-time position at grade 5 for which the EIB offers a permanent contract.

Purpose

You will lead and structure complex business analysis activities to implement and maintain critical software solutions. This role involves providing expertise in business requirements analysis, including data-driven insights, process analysis, solution design and software configuration to meet the organization's digitalization, technology security, and regulatory needs.

Operating Network

You will report to the Head of Unit (HoU). You will be in contact with other colleagues in FI (Finance Directorate) and other Directorates for business aspects, while you will co-operate closely with the other units of the FI-PRO Back-Office Divisions and with GIS on technical aspects.

Regular telework is allowed if the Bank’s telework policy and the Minimum Presence Required rules applicable for FI PRO teams are respected.

Accountabilities

BUSINESS PROJECTS

Provide business support to projects with specific scope and timing to ensure their realization within the set scope, time, and budget.

  • Act as a Business Analyst on complex business or IT projects in the Lending, Treasury, or Borrowings area (e.g. new product implementation, new functionality introduction, new application, Package upgrades, etc.).

  • Collaborate in workshops/discussions to understand – within assigned business area – project goals, workflows, complex business needs, gaps, and opportunities.

  • Review the technical and transactional documentation related to the approved solution before implementation.

  • Advise the project stakeholders on solution feasibility, risks, and implementation trade-offs.

  • Report on a regular basis the status of the FI-PRO applications’ developments to the HoU.

PROVIDE SUPPORT AND ENSURE MAINTENANCE AND DEVELOPMENT OF SYSTEMS

Ensure efficient deployment and operation of FI-PRO’s applications within the unit, maintaining reliable financial data and high user satisfaction.

  • Provide 1st level user support: analyse requests, identify workarounds, provide specific advice and follow-up on resolutions.

  • Identify recurring issues and propose structural improvements to processes, data flows and reporting.

  • Gather user requirements for maintenance and developments, follow-up on implementations.

  • Execute User Acceptance Tests (UAT) test plans to ensure that business requirements and functional specifications are implemented properly and meet objectives, (e.g. review and definition of rules, reports and activities).

  • Provide status updates to the senior management on the development.

  • Collaborate to the training sessions organization when required.

CONTACT POINT
Manage relationships and collaborate with counterparts from others EIB Group’s Directorates.

  • Act as the contact point and represent FI-PRO in working groups and transversal initiatives, when related to the applications under unit’s remit.

  • Participate and collaborate to NPCs and working groups that impact FI-PRO on new products or bank-wide initiatives. Define solutions that will meet the requirements of the services and cover the business needs.

  • Streamline the communications with IT and the software vendor for problem resolution.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in the fields of information technology, mathematics or finance.

  • Minimum 5 years of relevant professional experience, ideally in the financial sector, or business consultant companies. Solid proven experience as Business analyst.

  • Proven experience in data visualization tools (ideally 2 years or more), particularly Power BI, including designing business-facing dashboards, defining semantic data models, and translating business requirements into visual insights.

  • Good knowledge of financial instruments, systems and processes related to Back-Offices (Borrowings and/or Treasury and/or Lending).

  • Good understanding of payment market standards including the latest ISO 20022 standards.

  • Experience with payment and reconciliation software such as ION Wallstreet D&C, SWIFT Alliance Access, Accurate NXG, or similar platforms.

  • Good presentation and communication skills.

  • Good coordination skills.

  • Strong proficiency in Microsoft Office 365.

  • Experience in IT projects involving business rules automation and IT algorithm implementation, including understanding conditions, loops, and parsing, would be an advantage.

  • Experience in project management would be considered an advantage.

  • Knowledge of a financial back-office software (ION Wallstreet TRM - CLM or similar) would be an advantage.

  • Proficiency in Microsoft Power Platform would be an advantage.

  • Excellent knowledge of English and/or French (***), with a good command of the other. Knowledge of other EU languages would be an advantage.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
