1. Objective of the assignment
The Consultant will provide specialized support and technical input to the Building Respect for IP (BRIP) Division with continued development of its enforcement systems, namely WIPO ALERT, WIPO ALERT-PAY and the WIPO Customs Recordation and Information System (CRIS) through defined deliverables and outputs.
2. Deliverables/services
The Consultant will focus on:
a) Supporting the development of WIPO ALERT-PAY as a new software application. The application will be developed by an external software developer, in consultation with the BRIP Division and the Global Databases Division. The Consultant will serve as the focal point on behalf of the BRIP Division, responsible for providing ongoing input to the development process to ensure that the application meets the programmatic and policy requirements for the project;
b) Developing and leading promotion efforts of WIPO ALERT among Member states and the advertising industry on an ongoing basis, including supporting any new membership requests as needed; and
c) Supporting the development of WIPO CRIS by providing input to the technical work carried out by the IP Office Business Solutions Division.
In addition, the Consultant will:
a) Assist with the preparation and conduct of the WIPO Dialogue on IP Protection in E Commerce, which will take place on June 1, 2026; and
b) Assist with preparations for the Eighteenth Session of the Advisory Committee on Enforcement (ACE) on June 2 to 4, 2026, including by preparing presentations on the enforcement systems.
3. Timeline
The below milestones correspond to key deliverables under the assignment.
a) The first version of the WIPO ALERT-PAY application will be delivered by June 4, 2026.
b) The first full version of WIPO ALERT-PAY will be completed by July 31, 2026.
c) The WIPO CRIS pilot will be completed by December 31, 2026.
4. Reporting
The Consultant will report to the Director of Building Respect for IP Division.
5. Profile (e.g. area of specialization/expertise, specific knowledge/skills/experience)
• Advanced university degree in intellectual property (IP) Law.
• At least 5 years of relevant professional experience in intellectual property law, enforcement systems, or related areas.
• In-depth knowledge of international IP law, including treaties, agreements, and enforcement mechanisms.
• Understanding of WIPO’s development-oriented approach to building respect for IP, specifically through awareness-raising initiatives, capacity-building programs and policy development.
• Exceptional proficiency in written and spoken English.
• Strong analytical and research skills, with a track record of producing high-quality legal analysis and drafting legal instruments or policy documents.
• Ability to communicate complex legal and policy concepts clearly, persuasively and logically to a diverse range of stakeholders, including policymakers, legal professionals, and the general public.
• Proven ability to work efficiently under pressure, manage multiple priorities, and meet strict deadlines without compromising quality.
• Strong teamwork and adaptability, with a proactive and solution-oriented approach to problem-solving in a multicultural and interdisciplinary environment.
6. Duration of services and payment
The services shall be provided over a definite period from May 4 to December 31, 2026, and will be delivered based on the completion of the above-mentioned services and outputs.
Applicants are requested to provide an indication of their remuneration expectations as a daily rate in Swiss francs (CHF). Remuneration will be paid on a monthly basis, subject to the submission of satisfactory invoices.
7. Other information
ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be unpaid.
