Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Private Sector Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and Officer, as applicable.
Your Role
As a Project Analyst, you will undertake analytical and administrative support to ensure satisfactory development outcomes of ADB's private sector operations. You will contribute to PSOD's development effectiveness monitoring, reporting and communications, and support the preparation of documents related to development effectiveness such as design and monitoring frameworks, impact and outcome statements, economic analysis, evaluations, etc., consistent with ADB policies, strategies, and guidelines. You will also conduct coordination and administration work.
You will:
a. Development Effectiveness Support·
- Support PSOD's project teams in defining suitable indicators to measure development results of a proposed transaction.
- Prepare, review and comment on design and monitoring frameworks (DMF) ensuring quality of indicators for development effectiveness (development impact, outcome and outputs).
- Prepare and update development effectiveness monitoring report templates.
- Handle classification of development effectiveness data and metrics.
- Administer staff consultant contracts, e. g. short term assignments to produce media products or publications and assists in design of project implementation arrangements, or preparation of terms of reference, including cost estimations.
b. Development effectiveness monitoring and reporting·
- Undertake the documentation and aggregation of development effectiveness data reported by on-going projects, using MS excel and access.
- Maintain and monitor records needed for compliance with reporting obligations.
- Review reported data for correctness and completeness.
- Undertake the preparation of internal data reports and papers on development effectiveness and consolidation of such data and coordination with regional departments and other ADB departments, as relevant.
- Handle the visualization of data and elaboration of presentations.
- Undertake editorial work and lay-out of reports.
- Support the development effectiveness data tracking system as part of PSOD's IT system.
- Coordinate the integration of data from other databases or system like eOps or Cognos.
- Support PSOD's contributions to ADB's data management.
c. Economic Evaluation of Projects
- Contribute and support the preparation of economic analysis (cost-benefit analysis) for PSOD infrastructure projects following ADBs Guidelines for the Economic Analysis of Projects using existing excel cashflow models.
- Contribution to the preparation of reports by coordinating different contributions to reports and supervising editorial delegated work.
- Conducts sector, country or background research.· Performs other tasks as assigned and reflected in the incumbent's work plan.
d. Knowledge sharing
- Participate in sector and thematic networks to keep abreast of latest developments and issues of relevance to PSOD.
Qualifications
You will need:
- Bachelor's degree preferably in economics, finance, business administration or related fields.
- At least 5 years of work professional experience preferably in cost-benefit analysis and/or development impact assessments.
- Knowledge of development effectiveness concepts, indicators definitions, results frameworks, and ADBs project classifications.
- Good understanding of project preparation and processing and the project cycle for private sector operations projects.
- Good understanding of economic terms (such as GDP, inflation, employment, inflation, exchange rates, or interest rates and their determinants) and cost benefit methods,
- Expertise in the analysis of specific problems of developing economies, at the micro and macro levels.
- Expertise in compiling statistical series to undertake economic analysis;
- Excellent excel and spreadsheet analytical skills.
- Excellent skills in data collection and processing, experience in data governance and database management.
- Experience with data visualization.
- Skills relevant for ADBs IT system, such as CMS, eOps or Cognos, as well as MS Access.
- Proven ability to work independently on assigned transactions and areas of analysis with well-defined scope and steps.
- Good client and results orientation through responding to (mainly internal) clients without prompts or reminders from senior colleagues, understanding clients expectations and needs and matching these to our possibilities, and adjusting style and approach to serve different clients in a respectful manner.
- Ability to work with individuals from different cultural/national backgrounds and to collaborate constructively with teams.
- Effective report-writing skills.
- Excellent written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
