What You'll DoRTI is seeking candidates for an Education Evaluation Expert position to work in a part-time or consultancy capacity on an anticipated opportunity to provide independent evaluation services in support of the Education Project of the Belize Compact. The selected Evaluator will be contracted to meet MCC's accountability and learning requirements as detailed in MCC's Policy for Monitoring and Evaluation of Compact and Threshold Programs. The independent evaluation will assess change per the education component of the Compact Monitoring and Evaluation Summary. The anticipated timeline is to be determined. What You Will Do / Responsibilities:The Education Evaluation Expert will be responsible for the overall design, implementation, and dissemination of the evaluation. This role will lead development of a rigorous evaluation design using the appropriate combination of quantitative and qualitative methodologies to answer the evaluation questions. The Evaluation Expert will be responsible for managing the evaluation team, serving as the evaluation’s main point of contact to MCC and ensuring high quality of all project deliverables which may include the following: Lead the development of a rigorous evaluation design while adhering to rules of project implementation Support MCC and MCA to build buy-in and ownership of evaluation. Ensure the development evaluation materials (such as data collection instruments) are held to international standards and align with MCC's Guidance on Common Indicators Ensure design, implementation, and dissemination of the evaluation align with foundational human subjects research ethical principles of beneficence, justice, and respect for persons.Ensure execution of the evaluation and data collection comply with all applicable laws and regulations and that required data sharing agreements are in place for secondary data Ensure data quality during collection and entry through supervision and management Oversee data cleaning, analysis, and interpretation of results Develop high quality, credible, transparent, reproducible (as feasible) evaluation reportsOversee data preparation and de-identification for public and/or restricted-use that ensures appropriate balance of enabling verification of analysis and broad use of the data with adherence to promises of confidentiality to interview participants Lead evaluation dissemination presentations What You'll NeedMaster's or other graduate degree in economics, education, statistics, or another field directly relevant to the performance evaluation. Ten (10) or more years of demonstrated experience designing and managing education research.Expertise in secondary education or TVET.Lead or co-author of three (3) or more performance evaluation reports or research articles related to secondary education or TVET.English Fluency Required. Preferred Experience:Experience calculating key performance indicators for education performance reporting.Experience working in Belize, preferably in the education sector.Experience working with MCA/MCC evaluations.Belizean citizens encouraged to apply.#LI-EP1Responsibilities
