The HAS Technical Assistant supports the delivery of humanitarian access, safety, and security functions across East Jerusalem and the West Bank Area Office. Working closely with the HAS Technical Officer and Coordinator, the role contributes to implementing NRC’s HAS policies, procedures, and plans, while supporting staff movements, programme implementation, and safety briefings.
This position involves regular field presence to help ensure safe, secure, and principled operations, including tracking staff movements, supporting trainings, and upholding NRC’s duty of care. The HAS Technical Assistant reports directly to the HAS Coordinator.
Generic Responsibilities:
Contributing into process of supporting the implementation of the NRC Palestine and Global HAS Management System at West Bank area level, contributing into preparing reports as required, and support HAS team in execution area-focused elements of the HAS Operational Plan.
Contribute to a culture of enabling a safe and principled humanitarian response and contribute to supporting the implementation of Safe and Inclusive Programming Minimum Standards.
Contribute into the process of supporting the development of area-level HAS documents, including contingency plans, access strategies and Standard Operating Procedures (SOPs), in line with organisational standards.
Provide inputs into Security Risk Assessments (SRAs) and access assessments, including Rapid SRAs for new operational locations, as well as inputs for relevant mitigation measures and contribute into the supporting safe programming.
Contribute into the process of maintaining the Minimum Operational Security Standards (MOSS) and Minimum Operational Infrastructure Security Standards (MOISS) in the West Bank Area Office and participate in the following up on overseeing its compliance.
In coordination with the HAS Coordinator and HAS Manager, liaise with UN agencies, NGOs, local authorities, and other external actors to share and obtain security information to inform operations and security management as well as increase humanitarian access and protect humanitarian space at the West Bank area level.
Specific Responsibilities:
Contribute into preparing and facilitating HAS induction sessions for new area staff, as well as briefings and debriefings with colleagues or visitors sharing relevant information about activity locations, emphasising practical safety and security risks prevention and mitigation measures and reporting mechanisms.
Contribute and file all information in a proper online folder in the West Bank AO HAS filling system related to the HAS documents including Safe Mission Planning (SMP), Standard Operational Procedures (SOPs), Hibernation, Relocation, and Evacuation Plan (HRE), and Medical Evacuation Plan (MEDEVAC).
Contribute and support conducting site assessments for all new rental premises. Support in raising PRs for procurement all needed equipment to finalise the identified security measures for these infrastructures.
Support HAS team in monitoring of vehicle and staff movements in the area of activities and check that necessary safety and security equipment within each vehicle is available and in good condition.
Accompany colleagues and/or visitors regularly to the field to support them in the HAS procedures.
Raise Procurement Requests based on the instructions of the HAS Coordinator for the West Bank Area Office HAS equipment to meet MOISS and MOSS standards and for training.
Monitor local news and contribute into preparing regular bulletins on the new developments.
Follow up on the tracking process of staff travel during implementation programme activities and visits within the area of activity.
Keep the area personnel communication tree updated and filling in the online folder.
Keep the track of conducting all necessary training for the correct use of alternative communication system devices, in coordination with Support teams.
Update the West Bank Area Office Training Database Security/Access Training Tracker Sheet (STTS) based on conducted induction briefings, received informed consents, and delivered training by the West Bank Area office staff.
Generic Professional Competencies:
Context Related Skills, Knowledge, and Experience:
A minimum of 1 year of non-profit or NGO work experience within international humanitarian assistance programs.
Good knowledge of the Palestinian territories, ability to read and interpret maps and operate Google My Maps. Knowledge of using Google Earth and QGIS is an asset.
Ability to travel throughout the West Bank and East Jerusalem is an added value.
