Background 

The ICLA project officer will lead and provide support to ICLA CC implementation across the field offices in NBEG, WBEG and Warrap States through planning, execution, monitoring, evaluation, learning, team management, documentation and reporting among others. The ICLA project Officer will further work closely with the project teams, government institutions and officials, UN Agencies, technical experts, implementing partners, beneficiaries, and civil society to support successful implementation of ICLA projects.

Roles and responsibilities

The Project Officer is responsible for the implementation and coordination of the Information, counselling and legal assistance (ICLA) activities in the counties where the project will be implemented in Northern Bahr El Gazal State, Aweil.

Generic Responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

 

  1. Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements.
  2. Implement the ICLA activities according to strategy, proposals, budgets, and plans.
  3. Prepare periodic status reports and other documents as required by management.
  4. Ensure proper filing of documents.
  5. Break down the annual operational plans into weekly, monthly, and quarterly implementation plans.
  6. Coordinate with relevant partners. 
  7. Ensure that procurement, development, and distribution of materials and equipment are timely and according to procedures.
  8. Train and develop team.
  9. Promote and share ideas for technical improvement in order to improve the quality of the activities.
  10. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.

Specific responsibilities:

  1. Provide information, counselling, and legal assistance to the NRC’s beneficiaries as per the sub-component in the project. 

  2. Conduct assessments and regular monitoring in IDP, returnee, and host communities related to different aspects of ICLA programming.

  3. Plan, implement, and evaluate community sensitization campaigns and information sessions, counselling sessions, and Legal Assistance on available services, increment of security of tenure, promotion of HLP rights, civil documentation, peaceful coexistence and human rights, and Collaborative Dispute Resolution (CDR) trainings and coaching. 

  4. Contribute to monitoring & evaluation of the ICLA project and offer suggestions for improvement where warranted. 

  5. Upon technical direction from the ICLA Specialist, ICLA Project Coordinator or the Project team, represent NRC in a professional manner in meetings with government authorities, humanitarian partners, and beneficiary communities. 

  6. Perform other relevant tasks as assigned by the ICLA PC and Area management on project deliverables.

  • Holder of a bachelor’s degree in social sciences or Humanities from a recognized University;
