JOB CONTEXT:
The South East Asia Program include operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Operational Strategy was approved in November 2025 and runs from 2026 to 2030. The ongoing strategy aims to improve participation, resilience and quality of live conditions of persons with disabilities and vulnerable groups through the strengthening of ( (i) Rehabilitation: Strengthen and expand interventions building a model for continuum of rehab care (ii) Inclusive education: Consolidation as inclusive education actor on primary with technical support to relevant actors included institutional ones and (iii) Inclusive employment: Sustainable Economic Development to eliminate poverty through an inclusive employment strategy and resilient livelihood (iv) Disaster Risk Reduction: early action, inclusive humanitarian action, climate action disaster preparedness and risk reduction, emergency response.
YOUR MISSION:
Reporting to the Program/Country Director, the Regional/Standalone Human Resources Manager defines and rolls out the HR component of the Program’s STRATOP in his/her geographical area.
S/he is the preferred contact for HR operations centers at Headquarters. S/he ensures that HR activities are consistent with his/her budgetary framework and with HI’s HR frameworks. S/he actively analyses changes in context to identify the risks and opportunities in his/her scope of responsibility.
Your main missions are as follows:
Design the HR part of the STRATOP and Oversees its associated action plan
Roll out Standards, contribute to HI's Expertise and Accountability in your scope of responsibility
Operational implementation of HR
Emergency preparedness and response
an emergency, reorganise the priorities of your team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI
Internal control
Assessing HR policies and processes to propose standardization of practices
Reviewing the HR standards of each country and propose improvement for more subsidiarity
Visit each of the countries and HRM
Organize the first regional HR workshop for the new program.
Assess the skills and develop capacity building for each team members with the support of the HR Specialist.
Create an HR system of governance for internal communication
