    Introduction

    Description of the Assignment:


    UNDP seeks to engage the services of an Individual Consultant that will collaborate closely with the Climate Change Services (CCS) of the Department of Environment and Natural Resources (DENR) to ensure effective dissemination of project outcomes and enhance the visibility of the FrLD initiatives. This role will lead the development of accessible knowledge products, translate technical outputs into strategic messaging, and support visibility efforts across platforms and target audiences. Communications should effectively explain the FrLD, its operations, and the country’s leadership role, leading to the promotion of an enabling environment that strengthens delegations’ engagement, public trust, and local support, and raise awareness on the importance of addressing climate-related loss and damage to communities.


    With the technical input and direction of DENR, the Individual Consultant will deliver the following tasks:


    The communication support aims to strengthen the Government of the Philippines’ capacity to effectively articulate the objectives, operations, and leadership role of the Framework for Loss and Damage (FrLD). By fostering a clear and compelling narrative, this support will help create an enabling environment that enhances stakeholder engagement, builds public trust, mobilizes local support, and raises awareness on the urgent need to address climate-related loss and damage in vulnerable communities.


    Key responsibilities include:

    1. Develop a Strategic Communications Content Plan

    a. Conduct stocktaking of the NDRRMC/OCD (and other national government agencies i.e. DENR, DILG, CCC, DOF, DFA, DEPDev) communications plan, communication materials, and collaterals related to loss and damage.

    b. Analyze gaps in the current communication plan and materials and suggest strategies to enhance its effectiveness.

    c. Design a comprehensive communications content strategy and a detailed content calendar to ensure consistent, timely, and targeted dissemination of FrLD-related messages and initiatives across platforms.

    2. Audience Mapping and Message Development

    a. Identify and segment the project’s target audiences (e.g., policymakers, local communities, development partners, media, and civil society).

    b. Craft tailored key messages for each audience group that reflect FrLD’s core themes and objectives.

    c. Recommend appropriate communication channels and platforms to effectively reach and engage each audience segment.

    3. Create a Unified Storyline and Messaging Framework

    a. Develop an overarching narrative that connects all communication outputs, ensuring consistency in tone, theme, and messaging across all media and stakeholder touchpoints.

    4. Ensure Branding and Visibility Compliance

    a. Develop branding guidelines ensuring that all communication and knowledge products adhere and are aligned to UNDP and donor branding, visibility, and communication guidelines.

    5. Produce High-Impact Communication Materials

    a. Develop five (5) high-quality communication products (1 fact sheet, 1 FAQs, 1 message brief, 1 infographic, 1 set of social media content) that clearly convey the purpose, relevance, and benefits of the FrLD to various stakeholders.

    6. Stakeholder Coordination and Collaboration

    a. Work closely with the UNDP and the Department of Environment and Natural Resources – Climate Change Service (DENR-CCS) to co-develop and validate communication materials.

    b. Ensure alignment of all outputs with the strategic communication goals of both institutions.

    This communication support will play a pivotal role in amplifying the visibility and impact of the FrLD, fostering a shared understanding of climate-related loss and damage, and mobilizing collective action toward resilient and inclusive climate governance.

    Qualifications:
    • At least a master’s degree in Mass Communication, Development Communication, Public Relations or Corporate Communication, Marketing or Advertising, International Relations, Digital or Multimedia Arts, Business Communication, or other related field of expertise.
    • A minimum of ten (10) years of experience in delivering comparable assignments related to communication planning, messaging development, branding and marketing, and communication collaterals (knowledge products, toolkits, research publications, policy briefs, or similar technical outputs) aligned with international editorial and branding standards of UNDP.
    • At least five (5) years’ of proven capacity in delivering comparable assignments related to communication planning, messaging development, branding and marketing, and communication collaterals.
    • At least five (5) years of prior experience in projects involving climate-related loss and damage, climate adaptation and resilience, and the integration of Gender Equality, Disability, and Social Inclusion (GEDSI) principles.
    • Submission of at least three (3) qualified sample written work

    Period of assignment/services: The work shall be home-based; however, the Individual Consultant must make its key personnel available for onsite meetings in Metro Manila when required. Expected contract duration is 3 months from 1 May – 31 July 2026, unless revised in a mutually agreed upon timetable between the IC and UNDP
