JOB CONTEXT:
The Palestine Emergency mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.
Women, men, girls and boys with disabilities in the West Bank and Gaza Strip have been disproportionately impacted by the recurrent escalations and unprecedented humanitarian crisis. People with disabilities face significant needs and complex barriers to accessing humanitarian services and assistance across sectors of intervention.
Under the line management of the Technical Head of Programmes and the functional management of the Global IHA Specialist, the IHA Specialist contributes to the implementation of the HI mandate and the operational strategy of HI Palestine mission in the field of Disability-Inclusive Humanitarian Action, while respecting the HI Disability Gender Age policy.
YOUR MISSION:
Under the management of the Technical Head of Program you will lead the IHA strategy and implementation of the provision of inclusion technical assistance along the 4 must do actions of the IASC Guideline on Inclusion of Persons with Disabilities in Humanitarian Action to humanitarian coordination mechanisms and actors, including humanitarian clusters’ coordinators and members, consortium partners and stakeholders (ex. organizations of persons with disabilities) in West Bank and Gaza.
You will also advise on disability inclusion to components/activities directly implemented by HI in its projects’ and further build the capacity of HI on Inclusive Humanitarian Action.
In West Bank, HI integrates inclusion into different thematic areas including Protection, Health, and Education projects. As the IHA Specialist, you will ensure that the inclusion components are implemented with optimal quality. At the same time, you will actively engage with the Protection Cluster, Health Cluster, Disability Working Group, and other relevant coordination bodies to provide technical support to promote inclusiveness of humanitarian assistance in the West Bank.
In Gaza, HI is actively engaged with the Protection Cluster, Health Cluster and Education Cluster to provide timely guidance on disability data collection, accessibility, inclusion of persons with disabilities and other technical inputs to cluster guidelines and tools. In addition, HI supports the Disability Working Group in Gaza on capacity building, data collection and joint advocacy effort to timely share the needs and voice of persons with disabilities in the Gaza Strip.
Among the main objectives of the position in Palestine, there are:
- Ensure the optimal quality and impact of IHA projects implemented by means of a delegation system with appropriate oversight mechanisms
- Provide strategic technical oversight and guidance on the inclusion of persons with disabilities across sectors, ensuring alignment with project objectives, global policies and quality standards.
- Ensure the implementation of IHA project(s) interventions, in line with the logical framework and allocated budget.
- Ensure that project implementation complies with the existing frameworks and technical standards (institutional policies and the other HI internal standards, compliance with the terms of the project proposal and the rules applied by the project funding body/bodies).
- Oversee the updating and operationalisation of the IHA strategy across relevant programs and teams, ensuring alignment with organisational objectives and global standards.
- Ensure project monitoring, evaluation, accountability and learning, coordinating with project and MEAL teams to inform strategic decision-making.
- Ensure accurate project data management and reporting.
- Oversee the development and adaptation of technical materials and guidance to promote disability inclusion.
- Provide technical supervision, coaching and guidance to inclusion staff, ensuring effective implementation of program interventions.
- Coordinate the teams involved in the project.
- Contribute to external project communication, contribute to HI’s external influence by taking part in networks, when required. Communicate about the project to partners, authorities and stakeholders when relevant.
- IHA technical guidance and active engagement in coordination mechanisms
- Provide IHA support to ensure participation in key coordination meetings, situation analysis/info extraction from key humanitarian updates and reports, and drafting of key IHA messages / guidance notes.
- Participate in sectoral coordination and cluster meetings (Protection, Health, Education etc.) and others (as required) to promote disability mainstreaming and HI technical assistance among humanitarian actors
- Lead and coordinate active engagement with the Disability Working Group in Gaza and the West Bank to promote collaboration, technical guidance and joint advocacy.
- Support to inter-cluster coordination mechanisms and bodies to adapt their tracking tools and skills to better identify and integrate inclusive actions for persons with disabilities;
- Support the cluster(s) to monitor protection mainstreaming and inclusion of persons with disabilities in assessments as well as assistance and service provision upon requests;
- Facilitate capacity building and coaching for humanitarian actors, project partners and relevant stakeholders on disability inclusion standards, approaches and practices.
- Provide other humanitarian actors with existing sectorial guidelines on disability inclusion and support revision of partners’ guidelines, Standard Operating Procedures, service delivery pathways and toolkits, MEAL procedures and toolkits to mainstream disability inclusion in their actions;
- As required, promote HI work in inclusive humanitarian action in general platforms, such as donor meetings, working groups, NGOs platforms, etc.
- Identification of joint programming opportunities with other humanitarian actors and OPDs
- Contribute to establish partnerships technical support or joint programming with organizations interested in enhancing inclusion in their actions.
- Generate a data-driven evidence base regarding the unique situation of people with disabilities in coordination with other humanitarian actors.
- Advocacy for the inclusion of persons with disabilities in humanitarian leadership and in relevant coordination fora and processes.
- Capacity building of local organizations of persons with disabilities to support their participation in humanitarian efforts.
Requirements
Experience
- Minimum 3 years of technical experience in disability inclusion.
- Previous experience in the Middle East, preferably in Palestine
- Minimum 6 years of experience in humanitarian sector, preferably in technical/advocacy and management positions;
- Experience in engaging with clusters, working groups and inter-agency coordination mechanisms.
- Experience in designing and providing capacity development (training, coaching, learning, etc.)
- Excellent communication and interpersonal skills
- Bachelor’s in social science or similar field, plus master degree preferably in Humanitarian Law or Human Rights or Disability studies.
- Fluency in Arabic language is a strong asset
