JOB CONTEXT:

Syria is entering a new phase where pure humanitarian operations will side with early recovery and recovery interventions.  According to the latest UN figures, about 15 million people remains still in need of humanitarian response, including about 6.5 million IDPs, while over 5 million Syrians refugees in neighboring countries or in Europe. Threats from explosive remnants of war, lack of recovery in both the health and education sectors make Syria still a fragile context.

 

HI is managing a humanitarian program covering most of Syria’s governorates, particularly, in north and center Syria:

 

1. Support to health partners (mainly hospitals) for the provision of multi-disciplinary rehabilitation services (physiotherapy, assistive devices, prosthetics and orthotics and PSS).

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas; and non-technical surveys of potential contaminated areas and clearance activities.

3. Community based protection for safe returns and support for the inclusion of persons with disabilities and other vulnerable people in the humanitarian assistance.

4. Preparedness activities against manmade and non-manmade related disasters

 5. Inclusive Education in partnership with education actors.

YOUR MISSION:

Reporting to the regional finance manager, you are responsible for leading the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and steering and operational financial management within your area of responsibility.

You are Finance focal point for the Country Director and, as such, advise him/her in your field of responsibility. You are part of the Senior Management Team (SMT) and, as such, collaborate with the other business managers in the country on the operational strategy and the implementation of this strategy within its scope.

You support the Compliance department in their responsibilities towards donors’ and national audits, administrative and legal matter when there’s a link with finance department.

Your main missions are as follows:

·       Management of the Finance team

·       Strategy and steering: draft, revise and implement the operational strategy (Stratop) within your area of responsibility area, in line with HI's financial policies.

·       Standards and expertise:

o   Oversee the deployment and monitor compliance with all of HI’s financial policies, processes and tools within your area of responsibility

o   Direct and control HI's compliance with the legal framework of the country or countries of intervention

·       Internal control supervision in your area of responsibility

·       Operational implementation:

o   Ensure financial and budget management

o   Ensure accounts management

o   Ensure the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations

o   Ensure cash-flow management.

·       Profession facilitation: disseminate standards, ensure the animation of a pool of local talent.

·       Emergency preparedness and response

 

CHARACTERISTICS OF THE POSITION:

Security is stable in the capital, where amenities, hospitals and basic commodities are available.

Security is mostly stable in all areas of intervention, with recurrency of some violence in areas as Deir Al Zor, Homs, Aleppo.

Requirements

·       Proven experience of at least 3 years in a Manager/Coordinator position in Finance in a humanitarian environment

·       Good knowledge of frameworks and rules

·       Confirmed experience in team management

·       Team player and collaboration skills

  • 12 months contract starting from 10th, June 2026;

  • Salary from 2757€ gross/month upon experience;
  • Perdiem: 533€ net/month - paid in the field
  • Hardship: 250 € net/month paid with your salary;
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 2: 5 days every 3 months
  • Position:
  • Unaccompanied:
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
    • Mission of more than 12 months: a child allowance of 100€ per month, per child from the second child paid in the field;
  • Housing: Collective, taken in charge by HI;
