THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all our functions.

THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)

Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders, for language services (interpretation and translation), for safety and fire security of OECD staff, delegates and visitors, and for the management and operation of OECD buildings including the move to the Circle.

THE POSITION
The Resource Management Unit (RMU) of EXD/CSI is seeking a Resource Management Officer to join a dynamic and collaborative team supporting around 190 diverse and highly specialised staff in a fast-paced operational environment. Reporting to the Head of RMU, the role will cover a range of responsibilities principally linked to human resources (recruitment, performance management and onboarding) as well as financial control for missions and other relevant expenditure and administrative support.

Job Description

Main Responsibilities

Human Resources

  • Proactively support EXD/CSI managers on recruitment processes (drafting job descriptions, supporting with sourcing, coordinating written/video assessments, coordinating interview panels and preparing panel reports), ensuring an efficient and high-quality process for all stakeholders.
  • Contribute to EXD/CSI workforce planning activities within the RMU, and providing guidance and practical support to managers.
  • Support the continuous improvement of onboarding processes to facilitate the successful integration of new staff members.
  • Contribute to the CSI Well-being Task Force, helping to develop and implement initiatives that support staff engagement and well-being.
  • Monitor key staff lifecycle actions (probation periods, contract renewals, transfers, departures, etc.), ensuring timely follow-up and alignment with operational needs.
  • Support performance management processes and provide guidance to staff and managers.
  • Maintain HR records, organisational charts and recruitment documentation.
  • Ensure consistent application of OECD staff rules and regulations, including any developments linked to the New Employment Package and other corporate initiatives.

Financial Management and administration

  • Control expenditure and approve financial commitments for non-staff expenditure items such as missions, shopping carts, petty expenditure etc., ensuring validity of the supporting documentation.
  • Create, monitor and adjust, as necessary, budgetary commitment files in the Staff Expenditure Management tool (SEM).
  • Understand and ensure compliance with the OECD’s financial regulations, norms, policies and procedures, including ensuring the appropriate use of corporate processes, systems and tools.

Other duties

  • Assist with other administrative and communication tasks as necessary and provide back-up to RMU colleagues as needed.

Qualifications

Ideal Candidate Profile

Academic Background

  • University degree in business or public administration, human resources management, finance or a closely related field, or equivalent experience would be an advantage.

Professional Background

  • Experience in HR administration, budget management and/or general administration in a multicultural environment, preferably gained in an international organisation.
  • Knowledge of the structure, processes, regulations and administrative systems of an international organisation would be an advantage.

Tools

  • Very good command of Microsoft Office applications (Outlook, Word, Excel, PowerPoint).
  • Good level of experience in using resource management applications such as SAP, Business Objects, SmartRecruiters, Concur, or the ability to quickly master the use of such applications.

Languages

  • Fluency in both OECD languages (English and French) is essential for this position.

Contract Duration

  • Six-month temporary assignment with the possibility of renewal.
  • This opportunity is primarily open to serving officials. It is also open to temporary staff.

Salary Information

  • Salary and conditions will depend on her/his status (temporary staff or official).
  • For temporary staff, salary starts at 3,590 EUR.
