For every child, the right to Protection
UNICEF Country Office is looking to establish a minimum of two and maximum of four long-term agreements with individual professional videographers to provide video productions services (including filming and post-production) on a need’s basis. This will include filming and producing video feature stories that capture the situation of children and women and video content to support UNICEF’s work in the country to advance child rights - captured through coverage of events, field visits to UNICEF supported initiatives and human-interest stories. The video material will be used for UNICEF advocacy and communication purposes and to produce communication and advocacy materials to be used by UNICEF’s internal and external partners including other UN Agencies and across various platforms
How can you make a difference?
Scope of Work:
Under this Long-Term Agreement (LTA), the consultant will be engaged on a consumption-based basis, according to programme needs. Specific assignments (including scope, timelines, and deliverables) will be shared and confirmed via email for each video mission. The consultant will film UNICEF-supported programmes and activities across North Macedonia, ensuring that all content reflects cultural, gender, and diversity sensitivities in line with UNICEF guidelines, ethical standards, and child safeguarding principles. All video products must be suitable for diverse audiences and have universal appeal.
The consultant will be responsible for the following:
1. Video Production: Film and edit creatively designed video packages of 2–3 minutes, based on pre-defined advocacy priorities; develop content that includes a shot list, script, b-roll, interviews/sound bites, and voice-over as required; and produce short human-interest films that tell stories of change through one or more protagonists from the field.
2. Field Filming: Film at various locations across North Macedonia, including programme sites and events; and capture brief interviews, sound bites, and b-roll footage as per assignment briefs.
3. Editing and Post‑Production: Edit footage into high-quality, engaging, and emotive video products; add graphics where required; and add text animations and subtitle interviews and sound bites in English and local languages (Macedonian and Albanian), as applicable.
4. Audio and Voice‑Over: Source and obtain appropriate, rights-cleared music aligned with the objectives of the video; and record professional-quality voice-overs in English, Macedonian, Albanian, and other languages as required.
5. Coordination and Planning: Attend pre-production briefings and participate in preparatory research and production planning; and work closely and coordinate with UNICEF Communication focal points throughout the assignment.
6. Submission of Materials: Submit final approved video products, including required versions, b-roll, and interviews, in line with guidelines outlined in the relevant annex. First cuts of event coverage videos should be submitted within 12 hours of completion of filming; and final package within 24 hours of UNICEF approval. First cuts of programme visits and first‑person narrative videos should be submitted within 48 hours of completion of filming and final package within 24 hours of UNICEF approval.
Responsibilities of the Consultant:
1. The consultants will use their own equipment (professional camera, sound recording, basic lighting) , software and other accessories that may be required for this task.
2. The consultant is expected to uphold the highest ethical, professional, and confidentiality standards throughout the assignment.
3. Demonstrate sensitivity, respect, and dignity toward all individuals being filmed, with particular attention to children and vulnerable populations.
4. Safeguard child rights at all stages of filming, production, and post-production, in line with UNICEF policies and guidelines.
5. Systematically apply UNICEF’s Imagery Policy, including the eight steps to ethical imagery, and ensure UNICEF core values are reflected in conduct during all field visits and interactions with children, communities, and partners.
6. Ensure that informed consent forms are signed by children and/or their parents or legal guardians, as required under UNICEF guidelines, and submit digital copies of all signed consent forms together with the final deliverables.
7. Maintain full confidentiality in all aspects of the assignment and not share any footage, materials, or information with third parties without prior written authorization from UNICEF.
8. Acknowledge that all footage and outputs produced under the assignment are the exclusive property of UNICEF and may not be reused or distributed independently.
9. Refrain from including personal names, logos, or branding on any final outputs; only UNICEF branding may be used, if required.
10. Demonstrate a client-oriented approach, tact, cultural sensitivity and the ability to work effectively with people of different national and cultural backgrounds.
11. Ensure effective and efficient delivery of services, including adherence to agreed timelines, deadlines, and commitments.
Responsibilities of UNICEF:
• UNICEF will provide briefings and require detailed information pertaining to the activity and the requirements.
• UNICEF will orient the videographer on UNICEF's ethical imagery and branding guidelines, including UNICEF standards for child safeguarding in multimedia, and the brief for each assignment.
• UNICEF shall have first selection rights to all originals produced under the assignment with non-exclusive concomitant worldwide rights in all media in perpetuity

Duration of the Long-Term Agreement: Minimum two years, with a possibility for extension for another year.
Minimum Qualifications required*:
- Degree and/or Certificate in film, communications, arts, media, or any related field and/or certificates in video production is an asset.
*Minimum requirements to consider candidates for competitive process.
Years of Experience/ Knowledge/Expertise/Skills required*:
• Minimum 5 years of professional videographer experience, nationally and/or internationally, including large-scale campaigns.
• Proven experience in documentary filming in development/humanitarian contexts, particularly related to child rights, human rights, and the SDGs.
• Experience video documenting children and vulnerable populations, with the ability to engage sensitively and ethically.
• Proficiency in editing and post‑production, including use of post-production software.
• Ability to conceal the identity of the subject where necessary, while producing effective and strong communications materials.
• Highly responsible sense of journalistic ethics and in-depth understanding of child protection issues in the broadcast/digital environment.
• Owns professional videographer equipment (camera, sound recording, basic lighting) and post-production software.
• Fluency in English and Macedonian or Albanian required.
*Listed requirements will be used for technical evaluation in the competitive process.

Technical Evaluation Criteria:
1. Relevant educational qualification – (max 5 points)
2. Relevant work experience – min five years’ experience (nationally and/or internationally) (10 points)
3. Three (3) reference letters that outline experience video documenting children and vulnerable populations, with the ability to engage sensitively and ethically (20 points)
4. Minimum four Work Samples– Include portfolio and published videos with at least one focused on feature story on topics related to children (eg. family, education, health etc.) and one of public event video (30 points)
5. Confirmation of owing professional videographer equipment and software indicated in cover letter (10 points)
Qualifying score in technical evaluation is 60 out of 75 points.
