Strategic Information Officer, Integrated Health

Reports to: Associate Director, Integrated Health

Project Description:

The EpiC Project in Myanmar supports integrated health interventions to improve the health and well-being of vulnerable populations in the country. The project supports stronger health systems, including community health systems, testing and treatment access and case management, particularly in hard-to-reach areas, and aims to improve capacities to detect, prevent, and respond to infectious diseases.

Job Summary:

Responsible for the collection, management, analysis, and utilization of strategic information for the project. Leads data processes that strengthen evidence-based programming, including data collection, validation, analysis, visualization, and reporting. Ensures that strategic information supports program planning, implementation, and performance monitoring. Works closely with project teams and partners to improve data quality and the use of routine program data for decision‑making. Supports compliance with internal and external data reporting requirements and contributes to the development of SI-related tools, systems, and guidelines. Ensures timely and accurate reporting in alignment with project work plans and donor expectations.

Accountabilities:

Strategic Information & Data Management

  • Lead routine data collection, consolidation, cleaning, validation, and analysis to support program planning and performance monitoring.
  • Contribute to the design, adaptation, and rollout of data collection tools and reporting templates.
  • Support development and improvement of SI systems and workflows to enhance standardization, efficiency, and data reliability.
  • Maintain and update SI systems, dashboards, datasets, and reporting tools to ensure availability of accurate and timely information for decision‑making.
  • Ensure data completeness, consistency, and alignment across project partners and service delivery teams through regular data quality assessments (DQAs).
  • Design the remote RDQA visits, develop necessary tools, and conduct assessments on partners, document the findings and recommend improvement/action plan to the partners and the program team.
  • Work with program teams to integrate SI findings into work planning and grant management.

Reporting & Documentation

  • Coordinate with partners to meet internal and external data reporting requirements.
  • Assist the Associate Director in synthesizing reports and documenting the project.

Partner Support & Capacity Strengthening

  • Provide technical assistance to partners and field teams on data collection tools, indicator definitions, reporting processes, and the use of SI platforms.
  • Work closely with local partners to troubleshoot data issues, improve data quality, and strengthen their capacity to generate and use SI products.
  • Facilitate communication between project SI teams, partner SI focal points, and program units to ensure smooth information flow.

Applied Knowledge & Skills:

  • Strong knowledge of data management, analysis, visualization, and reporting tools (e.g., Excel, Power BI, DHIS2, or similar systems).
  • Solid understanding of infectious disease programs in Myanmar (HIV, TB, malaria) and related indicators.
  • Ability to interpret complex datasets and produce clear, actionable insights.
  • Strong communication skills to translate technical data into user‑friendly formats for diverse audiences.
  • Strong knowledge of local organizations and potential partners working to address infectious diseases (such as HIV, TB and malaria) in Myanmar.
  • A good command of English, and fluency in Myanmar language.

  • Analytical Problem‑Solving: Quickly identifies data discrepancies, investigates root causes, and recommends efficient solutions.

Supervision Given/Received:

Receives little instruction on routine work. Receives methods and procedures on new projects or assignments.

Education: ** *

  • Bachelor's Degree or its equivalent in Public Health, Health, Data Science, or related subjects.

Experience: ** *

  • A minimum of 4+ years of relevant experience.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Experience with former USAID or other USG-funded projects preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • This position will be based in Yangon, with limited travel (less than 10% of the time) outside the city.

The expected hiring salary range for this role is USD 12,000 - 14,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
