Duties and Responsibilities
Background of the assignment: The frame of reference for this evaluation is in accordance with General Assembly resolution 48/218B of 29 July 1994, which established OIOS and, in paragraph 5 C (iii), mandated inspection and evaluation as distinct oversight functions. The general frame of reference for OIOS-IED evaluation is provided in the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation, and the Methods of Evaluation (PPBME). Further provisions on OIOS are contained in General Assembly resolutions 54/244 of 23 December 1999 and 59/272 of 23 December 2004 and Security Council Resolution 2637 (2022), which recalled that future reviews carried out pursuant to paragraph 17 of resolution 1966 (2010) shall include evaluation reports sought from the OIOS with respect to the methods and work of the Mechanism. The objective of IED evaluations is to determine, as systematically and objectively as possible, the Secretariat programmes’ relevance, efficiency, effectiveness and impact.1 OIOS undertakes evaluations that involve, as part of their methodology, the collection, compilation, analysis and presentation of data from a variety of sources. Subject matter expert input and guidance is another method utilized in OIOS-IED evaluations. The Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) is undertaking two evaluations within the context of its 2026 work plan as follows: (1) the Development Cooperation Office (DCO) evaluation with a focus on the Resident Coordinator system’s data and digital capacities in line with UN 2.0, and, (2) the Office of Disarmament Affairs (ODA) evaluation with a more specific focus to be determined. Specific tasks to be performed by the individual contractor: The contract for these two evaluations will entail approximately 67 working days during the period 20 April to 19 October 2026. The Individual Contractor (IC) will engage with both the DCO and ODA evaluation teams to support the data collection and analysis phase, as well as some support during the report drafting phase. Under the guidance of each Team Leader for these two evaluations, as well as the overall supervision of the respective Section Chiefs. Team Leaders and Section Chiefs will collaborate to prioritize tasks effectively and ensure IC’s time is used in the most mutually effective manner possible within the context of project timelines. In that capacity, she/he will be assigned several tasks, including: a. Analysis related to the development and operationalization of the evaluation design matrix (e.g. search for and identify relevant evidence in line with pertinent evaluation questions and issues as spelled out in the evaluation inception paper and evaluation design matrix) b. Design of data collection instrumentation (e.g. document review instruments, case study analytical framework, survey instruments, other analytical frameworks/ related data collection instruments) c. Support data collection (e.g. researching and undertaking content analyses of UN and non-UN documentation, case study related data collection, administration staff and/or stakeholder surveys, conducting interviews) d. Analyze data collected, summarize the evidence in a clear and well-organized manner e. Present data in charts, graphs, and other appropriate forms that are easy to understand f. Participate in evaluation team analysis and brainstorming sessions aimed at synthesizing the results of multiple data analyses g. Other tasks that might be requested by the teams in order to complete the evaluation analyses, by-products and final report
Qualifications/special skills
Years of work Experience: At least 5 years of relevant professional experience in research, design and management of evaluation processes with multiple stakeholders. Academic Qualifications: A university degree in political science, international affairs, social sciences, law, business administration, public administration, evaluation or a related field. Competency: Be computer savvy in standard software applications, such as MS Excel/ PowerPoint/ SharePoint/ Database Management, SPSS; AI applications; other applications that support data analysis and data presentation. Demonstrated experience in qualitative and quantitative data collection and analysis skills including research methodologies, data visualization tools and analytical writing are required. Proficiency in MS Office Suite is required. Knowledge and prior experience working on international relations evaluations or research projects is required. Previous work experience of UN entity evaluations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required for the assignment. Knowledge of an additional official UN language is an advantage. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat.

Standards of Conduct: All data collected during this survey is strictly confidential and should be treated as such by the IC. As specified in Administrative Instruction ST/AI/1999/7, the IC shall respect the impartiality and independence of the United Nations Secretariat and shall neither seek nor accept instructions regarding services performed under the IC contract from any Government or other authority external to the Organization. During the IC’s period of service with OIOS-IED, s/he shall refrain from any conduct that would adversely reflect on the United Nations and shall not engage in any activity that is incompatible with the aims and objectives of the Organization. Furthermore, in accordance with ST/AI/1999/7, section 5.6, the IC shall exercise the utmost discretion in all matters relating to the performance of his/her functions. Unless otherwise authorized by the Director of OIOS-IED, the contractor may not communicate at any time to the media, or to any institution, person, Government or other external authority, any information that has not been made public and which has become known to them by reason of their association with the United Nations. Contractors may not use such information without the written authorization of the Organization.
