Result of Service
The National Evaluation Consultant contributes high‑quality national‑level analysis, field‑based evidence, and contextual expertise to the UNSDCF evaluation, ensuring that findings and conclusions are grounded in Montenegro’s socio‑economic, institutional, and policy context and that cross‑cutting principles of human rights, gender equality, disability inclusion, and Leaving No One Behind (LNOB) are effectively integrated.

Duties and Responsibilities
Under the guidance of the International Evaluation Team Leader and reporting to the Evaluation Management Group (EMG), the National Evaluation Consultant will: -Review relevant UN and national documentation, including the UNSDCF, Joint Work Plans, Country Results Reports, CCAs, national strategies, statistics, and evaluations; -Contribute to the design of the evaluation methodology and provide inputs to the Evaluation Design Matrix and Inception Report; -Support analysis of UNSDCF outcomes and outputs, with attention to institutional capacity, implementation bottlenecks, and system‑level change; -Conduct and support fieldwork and primary data collection, including key informant interviews and focus group discussions with national and sub‑national stakeholders; -Provide analytical inputs on cross‑cutting priorities, including human rights, gender equality, LNOB, disability inclusion, and equity; -Draft assigned sections of the Inception Report and Draft and Final Evaluation Reports, in line with agreed division of labour; -Support validation of findings with national stakeholders and incorporation of feedback; -Assist the Team Leader in finalizing evaluation deliverables and presentation materials. -This position does not carry overall responsibility for the evaluation, which rests with the International Evaluation Team Leader.
Qualifications/special skills
Master’s degree in a relevant field (international development, law, economics, political science, governance, social sciences or a related field) is required. 5 years of relevant professional experience in evaluation, research, policy analysis, programme implementation, or a related field is required. Demonstrated experience in qualitative data collection and analysis, including interviews, focus group discussions, and document review is required. Previous experience working with United Nations agencies or other international organizations is desirable. Prior involvement in complex or mixed‑methods evaluations, assessments, or reviews is desirable. Thematic expertise in one or more UNSDCF priority areas, including social inclusion, governance and human rights, or environmental sustainability and resilience is desirable.
Languages
Fluency in English and Montenegrin is required.
