Job Description

The Position:

The Programme Analyst – Integrated Service Delivery contributes to UNFPA programme interventions across integrated health, protection and youth-responsive services (including sexual and reproductive health and prevention of violence against women and girls) within the assigned geographic area (Eastern Libya).

The role operationalizes the Country Office’s integrated service delivery model by consolidating a geographically anchored structure, strengthening field accountability, partner oversight, and programme - operations alignment in line with the Country Programme and UNFPA Strategic Plan.

Job Purpose:

The Programme Analyst contributes to the coordination and quality implementation of integrated health, protection and youth-responsive services within the assigned region, supporting programme monitoring, partner engagement and evidence-based programme delivery.

The role contributes to:

  • Continuity of essential reproductive, maternal and adolescent health services;
  • Strengthened community-based protection and survivor-centred support mechanisms;
  • Meaningful youth engagement and participation;
  • Humanitarian preparedness and response capacity.

You will reinforce a results-based, risk-informed and conflict-sensitive approach to programme implementation, while generating field-level evidence and partnership insights to inform strategic decision-making by the IPC and senior management.

You will contribute to strengthening UNFPA’s in-country leadership presence by ensuring coherent programme delivery, strong partner accountability, improved field monitoring, and effective coordination with government authorities, UN agencies, civil society organizations and donors.

You will support the transition toward a geographically anchored Integrated Service Delivery model, reducing programme fragmentation and strengthening accountability, visibility and operational coherence in line with the Country Programme and Strategic Plan.

You would be responsible for:

Technical Support and Programming

  • Contribute substantively to the design and implementation of integrated health, protection and youth-responsive programme components within the assigned region.
  • Ensure quality of programme/project design by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analyzing technical soundness of programme strategies and interventions;
  • Coordinates the delivery of essential reproductive, maternal and adolescent health services, including emergency preparedness components and supply continuity.
  • Oversee community-based protection and survivor-centred support services, including case management, referral mechanisms and safe service delivery spaces.
  • Promote integration between health services, protection mechanisms and youth engagement initiatives to ensure inclusive access for women, adolescents and vulnerable populations.
  • Support youth-responsive outreach strategies, including engagement with youth-led civil society organizations and community networks at sub-national level.
  • Serve as the programme focal point supporting the integration of youth-responsive approaches across UNFPA programme interventions, working closely with programme, data and operations colleagues to ensure youth engagement considerations are reflected in programme design and implementation.
  • Facilitate coordination with youth-led civil society organizations, community networks and relevant national stakeholders to strengthen youth participation in programme activities and outreach initiatives.
  • Ensure adherence to protection principles and survivor-centred standards in line with UNFPA policies.
  • Assists in the design and implementation of rapid assessments, situation analysis, gaps and facts-finding exercises towards adapting the program activities to the needs.

Partnerships and Coordination

  • Maintain collaborative relationships with local authorities, implementing partners, youth-focused institutions, civil society organizations and UN agencies.
  • Engage relevant sub-national entities responsible for health, youth and social development to identify operational entry points for integrated and youth-inclusive programming.
  • Participate in sub-national coordination platforms (health, protection and inter-agency forums) as delegated.
  • Participate in relevant coordination mechanisms related to youth programming, including the Youth Working Group and other inter-agency platforms, contributing UNFPA programme perspectives and supporting alignment with broader UN youth initiatives.
  • Ensure referral pathways and service mapping are regularly updated and operational.
  • Support institutional capacity strengthening of implementing partners to enhance quality, accountability and integrated service delivery.
  • Represent UNFPA in sub-national coordination mechanisms in Eastern Libya, including the United Nations Benghazi Team (UNBT) and other relevant inter-agency coordination platforms, as delegated by the supervisor.
  • Engage with local authorities and sector partners to facilitate programme implementation and strengthen collaboration on integrated health, protection and youth-responsive services.

Monitoring, Evaluation and Reporting

  • Supervise and facilitate drafting of Annual Work Plans (AWPs) with implementing partners and maintain close implementation follow-up.
  • Conduct regular monitoring missions and partner meetings to assess service quality, emerging risks and implementation bottlenecks.
  • Analyze programme progress using results-based management tools and recommend corrective measures.
  • Monitor project expenditures and disbursements to ensure delivery is in line with approved project budgets and targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
  • Ensure timely submission of quality projects and financial reporting by implementing partners in compliance with UNFPA rules and procedures.
  • Work closely with the Programme Analyst – Data and Monitoring to ensure availability and use of disaggregated data (including age and sex) to inform evidence-based and youth-responsive programming.
  • Provide structured inputs to the Donor Engagement & Reporting function to strengthen visibility of integrated programme results and impact narratives.
  • Document best practices and lessons learned to support continuous improvement and knowledge sharing.

Risk Management and Compliance

  • Apply risk-informed and conflict-sensitive programming approaches in volatile environments.
  • Conduct spot-checks and ensure compliance with UNFPA financial and operational procedures.
  • Identify operational and programmatic risks within the assigned region and propose mitigation measures in coordination with the IPC and Operations team.
  • Contribute to strengthened internal controls and accountability mechanisms in line with audit recommendations 

Other tasks

  • Monitor contextual developments affecting service delivery, youth engagement and protection risks at the sub-national level.
  • Provide technical inputs, briefing materials and field insights to support the Representative and senior management for example in advancing the implementation of UNFPA youth-related priorities within the Country Programme.
  • Act as the administrative focal point for the Benghazi office, liaising with the Tripoli Operations team to ensure appropriate use and management of office resources and assets in line with UNFPA procedures.
  • Coordinating with WFP regarding Hub issue, maintain an overview of UNFPA assets in Benghazi, and liaise with the OPS team to coordinate on Operations needs in Benghazi.
  • Promote human rights-based approaches and inclusive service delivery standards.
  • Contribute field evidence and implementation insights to support IPC-led advocacy, positioning and partnership-building efforts.
  • Undertakes any other relevant responsibilities and tasks assigned by the supervisor.

Qualifications and Experience: 

Education:  

Advanced Degree (Master's) in social work, social sciences, gender, humanitarian affairs or other relevant disciplines 

Knowledge and Experience: 

  • Minimum 2 years of progressively responsible professional experience in health, protection, youth programming or integrated humanitarian/development contexts.
  • Demonstrated experience in programme planning, implementation, monitoring and evaluation.
  • Experience engaging with civil society organizations and community actors.
  • Strong analytical and results-based management skills.
  • Strong humanitarian contacts and proven success in emergency coordination-related work;

Languages: 

  • Fluency in both written and spoken English and Arabic
