Job Description

The Position:

The Finance Associate delivers quality financial services to internal and external clients, applying relevant rules, guidelines, processes and procedures. You will provide reliable transactional and monitoring support to the Country Office and UNFPA-supported projects, ensuring compliance with established financial regulations and procedures.

You will report directly to the International Operations Manager.

Job Purpose:

You will contribute to the efficient management of financial resources of the Country Office by processing financial transactions, maintaining financial records, supporting budget monitoring, and assisting with financial reporting and compliance activities.

The role ensures financial transactions are accurate, properly documented, and aligned with approved budgets and UNFPA rules.

You would be responsible for:

  1. Provide support to Country Office Management of Financial resources: 
    • Assists in the management of the Country Office budget by supporting budget formulation, monitoring expenditures, and preparing routine budget revisions as required.
    • Prepares and monitors the administrative budget and ensures financial transactions are in accordance with UNFPA financial rules and procedures. Identifies internal control issues and supports implementation of corrective actions.
    • Monitors implementation of the institutional budget and brings discrepancies or required adjustments to the attention of the supervisor.
    • Maintains an effective financial recording and reporting system, internal control and audit follow-up, and processes financial transactions in an accurate and timely way;
    • Processes payments in Quantum after verification of supporting documents, correct usage of the chart of accounts and budget availability.
    • Participates in year-end closure activities and assists in the preparation of financial statements, which requires regular liaison with HQ and prompt response to queries raised. 
    • Reconciles CO balance sheet accounts, including staff receivables, VAT and petty cash, ensuring regular follow-up and timely clearance of discrepancies.
    • Works closely with UNDP CO to ensure efficient processing of UNFPA financial transactions
    • Review all financial /transactions entered in Quantum to ensure proper use of chart of accounts
    • Monitors corporate dashboards and completes monthly and quarterly financial accountability checklists, following up on identified issues.
    • Selects and enters financial data from a variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data, and ensuring that expenditures are in accordance with UNFPA Rules and procedures and are in line with the project document;
    • Drafts routine correspondence to verify data, answers queries and obtains additional information on financial transactions, as required\

      2. Supports Country Office management of Programme Delivery:

    • Assists in monitoring of programme financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results. Highlights potential over- or under-expenditure issues to the supervisor.
    • Maintains tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinates compilation of financial data and provides accurate and up-to-date financial information to HQ and other stakeholders as required.
    • Supports the implementation of corporate financial systems and applications and assists programme staff in their proper use.
  • 3.  Supports the management of the National Execution programme 

    • Applies financial policies and procedures, particularly relating to NEX and provides routine guidance to staff. Strives to identify ways in which programme financial needs can be met within existing policies;
    • Monitors the status of the Operating Fund Accounts and follows up on timely clearance of expenditures, and brings issues to the attention of the supervisor. 
    • Participates in HACT assurance activities and supports spot checks as required.
    • Prepares quarterly OFA/FACE reconciliations for all Implementing Partners.
    • Assists in the preparation of HACT audit  documents and follows up on audit action plans
    • Supports processing of programme/project inputs under national execution arrangements in accordance with established procedures.
  • 4. Supports the financial Management of Common services activities

    • Reviews common services charges and prepares related documentation for the supervisor’s review.
    • Assists in preparation of material for common system activities relating to common services and premises, cost recovery, privileges and immunities, entitlement and salary surveys, security, etc.
    • Act as the Officer-in-Charge (OIC) in the International Operations Manager's (IOM) absence, overseeing and directing administrative / Procurement tasks.
  • 5. Others duties 

    • Maintains the Finance Unit filing system and other financial records and documents;
    • Carries out any other duties as assigned by the International Operations Manager.

 

Qualifications and Experience: 

Education:  

  • Completed Secondary/High school Level Education is required with 6  years of Exp or a first-level bachelor’s degree in finance, accounting or business administration is required  with 3 years of exp 
  • Qualified Professional Accounting qualifications such as ACCA, CIMA, CA is desirable

Knowledge and Experience: 

    • Minimum of 6 years of relevant experience with Completed Secondary/High school Level Education or 3 years with bachelordegree  in finance-related experience - accounts receivable, accounts payable, general ledger maintenance, etc.;
    • Experience in UN financial rules and ERP systems (e.g.,  Oracle cloud, SAP , etc..) is an advantage.
    • Proficiency in spreadsheets and computerized accounting systems is required.
    • Strong written and oral communications skills.
    • Ability to organize effectively, work under pressure with attention to detail, precision and accuracy
    • Dedication to UN principles and demonstrated ability to work harmoniously with persons of different national backgrounds.
    • Experience in the above areas with international organizations will be an asset;
