Duties and Responsibilities
The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization for trade-related technical cooperation in developing countries. The Office for Latin America and the Caribbean (OLAC), as a geographical section of the Division of Country Programmes (DCP), is responsible for defining the ITC strategy and coordinating all interventions in the region, either for individual countries or at the sub-regional and regional levels. ITC is currently implementing the micro-level pillar of the EU-ACP Business-friendly programme, which aims to support value chains through inclusive policies, investment promotion, and alliances. The program focuses on strengthening value chain governance and investment, as well as increasing the competitiveness of small farmers and MSMEs. A recently signed top-up agreement extends the implementation duration of the existing EU-ACP Business Friendly programme (B807) by 48 months, integrating additional funding and outputs into the existing initiative. The top-up aligns with the programme's objectives and will enhance access to value chain finance and sustainable investment. Three new outputs include enhancing access to agribusiness Value Chain finance and a Capacity Building Mechanism to support Human Rights and Environmental Due Diligence, CSR and accompanying measure implementation, tailored to OACPS Member States. An initial six-month inception phase defines the scope of intervention in the rum/sugar sector and advanced the selection of additional countries that will be included in the ongoing project across all value chains, namely coffee, cocoa, coconuts, cotton/fashion, kava, and rum/sugar sectors. The Trade and Market Intelligence section (TMI) of ITC develops and continually enhances market analysis tools and capacity-building services to help stakeholders and SMEs in developing countries better navigate the multilateral trading system. In line with these efforts, TMI is contributing to various country and regional projects - ACP-EU Programme in particular-, with focus on raising awareness among businesses and institutions about market access rules, such as customs tariffs, taxes, and non-tariff measures - key barriers to scaling up MSME competitiveness. Objective: Collect and classify the Environmental Social Governance (ESG) trade regulations enforced in the 27 EU countries. Duties and Responsibilities: Under the overall guidance of the Chief Trade and Market Intelligence and the direct supervision of the direct supervision of the ACP Business Friendly Program officer and a Market Analyst, the Consultant will contribute to the collection, maintenance, and update of the NTM database underlying Market Access Map portal. More precisely, he/she will oversee: 1. Develop innovative solutions through AI technologies to process and analyse large volume of legal documents from trade legislation repository platforms, such as parliament, national gazette websites. 2. Legislation documents review, via the data entry tool (DET). o Carry on reading of each paragraph or section pertaining to trade (import, export) regulatory measures: highlight corresponding text. o Spotting the legislation purposes, affecting products and countries. 3. Perform any relevant texts mastering in the DET: o Highlight each page reference under review, such as chapter, section, page's number in the corresponding document or in the related annexes. o Develop automated classification of specific regulations. 4. Provide one pager summary, an overview of major measures enforced in the target countries, including concise description major challenges faced and solution to cope it during the documents gathering. Copyright Clause: The consultant has to ensure to have obtained the necessary permissions with regard to intellectual property rights required to perform services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
• Advanced degree in Trade laws, Economics, Statistics, Data management, Digital marketing. • 2 years of related professional experience (Or 1 year with specific experience in programming skills in Python. Experience working on data management-related projects in a team) • Excellent knowledge of trade regulations. • Knowledge on international customs classification of products HS, internation classification of the Non-Tariff Measures are an asset. • Ability to work independently, with flexibility and deliver results under time pressure. • A least six months working experience including internship, in analysing legal documents. • Ability to work as a part of a team and with minimum supervision.
