What You'll DoRTI is seeking the Procurement and Contracts Manager for the project in Philippines. The Procurement and Contracts Manager plays a key role in advancing project’s objectives by ensuring that procurement functions are strategically aligned with project goals and operational priorities. This role leads the design and execution of procurement strategies, efficiency, and compliance with USG and RTI policies.The Procurement and Contracts Manager is responsible for overseeing end-to-end procurement processes and ensuring that all activities adhere to established standards and procedures. Beyond operational oversight, this position contributes to the project’s overall success by integrating strategic sourcing, market analysis, and risk management into procurement planning.The Procurement and Contracts Manager provides expert guidance to management on procurement decisions, fosters transparent and compliant supplier relationships, and ensures that procurement activities effectively support project’s long-term goals and performance indicators. Essential Duties: Oversee procurement and logistics management of the Project commodities/goods/ materials and services required for operationsTake the lead in the preparation and implementation of the annual procurement plan supported with budget and timetables;Perform all phases of sourcing activity while ensuring best value for money and within required lead times for a variety of requirements, including analysis of overall budgetary impact for all types of procurement transactions;Effectively negotiate with suppliers on a wide variety of commodities/goods/materials and services for the best overall value of money to the project;Coordinate issuance of purchase orders in accordance with company policies and procedures;Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, and delivery of the required goods and/or services to the final destinationPrepare and issue procurement solicitation documents (Request for Quotes, Request for Proposals or Invitation for Tenders) and negotiate for assigned procurements such as commodities/goods/materials, and services;Assist the Home Office Support Team in the preparation of requirements of federally funded contracts for consent to subcontract, source and origin waivers and budget approvals for nonexpendable properties;Provide leadership of overall property, and inventory control and management, reports, custody control documents, reconciliations for both expendables and non-expendables according to USG rules and regulations;Conduct planned and cycle inventory counting exercises, cycle inventory reconciliation, and maintain updated asset and inventory records for the project;Ensure timely reporting on inventory status to program implementation staff and help program implementation staff plan inventory replenishment in various locations;Identify any funding gaps and work with the Chief of Party, and Sr. Director of Operations and Finance to mobilize additional resourcesEnsure adherence to RTI’s procurement and logistics guidelines for commodities/goods/materials and services;Conduct procurement and logistics training workshops for Field Procurement and Logistics Coordinator, and seasonal operational staff and district officials on logistics (storage, distribution, and inventory control and management);Develop and submit weekly and monthly procurement and logistics reports to the Chief of Party and Sr. Director of Operations and FinancePerform other duties as assigned by the Sr. Director of Operations and Finance and/or Chief of PartyDisclosure: This role is contingent upon successful project award What You'll NeedMinimum Required Education & Experience Bachelor’s degree and 8 years of experience, or Master’s degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.
