    The International Consultant will serve as Team Leader for the Terminal Evaluation (TE) of the Africa Minigrids Program (AMP) – Djibouti (PIMS 6327), a GEF-funded project implemented by UNDP in partnership with the Ministry of Environment and Sustainable Development.

    In this role, the consultant will be responsible for the overall design, coordination, and delivery of the evaluation, ensuring methodological rigor, objectivity, and compliance with UNDP and GEF evaluation standards. The assignment aims to provide an independent, evidence-based assessment of the project’s performance, results, and sustainability, particularly in expanding access to clean energy through solar mini-grids.

    The Team Leader will develop the evaluation methodology, lead data collection and analysis, and ensure proper triangulation of findings through document review, stakeholder consultations, and field visits. He/she will assess key evaluation criteria including relevance, effectiveness, efficiency, and sustainability, while integrating cross-cutting issues such as gender equality, inclusion (LNOB), and environmental safeguards.

    The consultant will also guide and supervise the national consultant, ensure quality assurance of all deliverables, and lead the preparation of key outputs, including the inception report, draft and final TE reports, and audit trail. The assignment culminates in the presentation of findings, conclusions, and actionable recommendations to UNDP and relevant stakeholders to inform future programming and policy decisions.
