Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines

The incumbent will work Under the overall leadership of the FAO Representative in Mongolia, the technical guidance of the Lead Technical Officer in FAO RAP as well as the FAO’s NSAL experts and in close liaison with the project implementation unit.

Technical Focus

The incumbent will be responsible for eloboration of following outcomes 1 & 2 in accordance with the project document and approved budget and workplan

•     Output 1.1 SLCP policy recommendations for the livestock sector aligned with the National Methane Roadmap
•     Output 1.2 Policy recommendations aligned with policy objectives and integration into NDC 3.0 / Climate Policy
•     Output 1.3 Stakeholder mapping and consultation carried out and commitment secured on livestock SLCP targets
•     Output 1.4 Awareness-raising materials for the updated policy documents produced and disseminated to stakeholders and the public
•     Output 2.1 Enhanced Tier 2 Tool for GHG/SLCP emission measurement in the livestock sector developed
•     Output 2.2 Sector officials' capacity enhanced via capacity building programme  

Tasks and responsibilities

•     Draft project operational documents including draft terms of reference, letters of agreement, requests for proposal, bidding documents and other materials
•     Carry out background research and review of country’s methane pledge and roadmap, relevant national and sectoral policies and strategies and related assessments, which will create necessary framework to achieve project outcomes
•     Organize and support trainings, conferences, workshops, consultations, and field visits and missions on GHG emission assessments and the use of digital tools for data collection in consultation with other FAO’s associated projects e.g. SCALA, CBIT staff and stakeholders
•     Produce training materials, manuals for sectoral officials and professionals on livestock SLCP emissions reductions strategies and NDC implementation
•     Collaborate with international expert(s) incl. FAO GLEAM experts to adapt the full model to adequately reflect extensive livestock production system by providing data and advisory support on pasture and livestock characteristics. International experts will be responsible for conversion to the input data categories in GLEAM and the incorporation of seasonal/quarterly or monthly time steps to reflect seasonally varying pasture plant species composition and herd emission profiles
•     Co-produce model application and credible GHG emissions results for a selected site (e.g. a specific province (aimag), ecological zone and/or certain type of animal with international experts for multiple herd management scenarios
•     In close collaboration with FAO experts, modify and compile project reports, strategies, and assessments
•     Perform other relevant duties requested by the FAOR and AFAOR

Liaison with the OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     Master’s Degree or equivalent in Agriculture, or Environment and relevant major. PhD degree will be considered an asset.
•     At least 5 years of extensive working experience in a subject related to climate change, livestock, or environmental sciences
•     Working knowledge of English and Mongolian
•     National of Mongolia
