Tiered Approach

Background

Security Information and Operations Centre, or SIOC, is established to support the safety and security of personnel, premises, assets and operations working for the United Nations Security Management System (UNSMS). This position is located in the UNDSS office in Baghdad/Iraq, locally administered by the UNDP and is financed by the Local Cost-Shared Security Budget to facilitate the standardization and play a lead role in assisting with the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UNSMS decision-makers to enhance the safety and security of UN personnel, assets and operations through maintaining security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports and other information resources.

Security Information and Operations Centre covers UN operations across Iraq on 24/7 basis.

SIOC is responsible for the development of situational awareness and security information on known and
anticipated threats and associated risks; the preparation of security advisories, alerts and warnings and their timely distribution to the Organisations of the United Nations system; the development of security analyses and assessments for mandated programmes and activities, assistance in the development of mandatory security documents and reports; the development and evaluation of trends of security incidents and lessons learned; timely reflection of the above in security standard operating procedures and in security assessments and plans; the determination of accessibility and areas prone to elevated threats and risks; the development and maintenance of staff tracking systems, security clearance procedures and emergency communications requirements; development and evaluation of security incident reports; the coordination of security operational issues with the Organisations of the United Nations system; the maintenance of effective coordination with security officers of the Organisations of the United Nations system; and the continuous support to the crisis management team at a duty station during crisis situations.

Duties and Responsibilities

Ensure timely and accurate collection of security information to maintain situational awareness and enable proactive decision making.
•     Assists the Senior Security Information Analyst (SSIA)/CSIOC/CSA Iraq in monitoring, collecting, and collating STI and security information (SI) from various resources and sources essential in the updating and communication of information of the current/anticipated security situation in the DA Iraq AoR: 
•     Helps to assess security situations at duty stations and ensures adequate gathering and verification of SI for appropriate situational analysis; 
•     Maintains an Incidents Database updated on a daily basis, ensuring information security standards, accessibility, functionality, and accuracy;

Provide timely analysis and advisory reports that improve UN security readiness and guide leadership decisions.
•     Prepares and delivers STI/SI of significance/relevance to the UN/SMS Iraq in various briefing and reporting formats, capturing daily incidents, emerging threats, other STI developments and TTPs; 
•     Provides historical data and contexts of threat actors, TTPs, describe geography, terrain, political, economy, cultural and religious backgrounds to aid collation and development of assessments and SI briefs and reports; 
•     Performs research, data and comparative analysis of historical trends, pattern and/ or indicators of Critical/ Major Incidents or Events to provide insightful and relevant STI to the SSIA/SIOC/DSS Iraq management and decision makers; 
•     Develops STIs, Alerts, Warnings and Advisories of Critical/ Major Incidents or Events that have a direct impact on the UN, has immediate STI-relevance or contains information of value to UN personnel, assets and operations to DSS management; 
•     Communicates information on security issues and conducts security briefings to line managers and provides host country security advice to UNDSS leadership as required;

Facilitate coordinated engagement with host country actors that improves communication and enhances security outcomes.
•     Liaises and coordinates with the host government security organizations and/or personnel, including national and local military and police units/formations, command-and-control structures as well as NGOs in the AoR;

Ensure security plans are regularly updated and implemented to strengthen protection of UN  personnel and resources  and support knowledge management
•     Maintains routine products, reports and confidential files of correspondences and documents; 
•     Assists in updating Area SRMs/Security Plans, supports SRM/Security Plan implementation actions, and assists with the monitoring of implementation of security measures as recommended in the SRM process for the AoR. 
•      Contribute to knowledge networks and professional communities.

The incumbent shall perform other duties within their functional profile, as deemed necessary, for the efficient functioning of the Office, Organization, and the SIOC unit.

Institutional Arrangement 

Under the guidance and direct supervision of the Chief Security Information and Operations Center, the Security Information and Operations Center Assistant (SIOC/A) will be responsible for the above mentioned aspects.

Required Skills and Experience

Education:

•     Secondary education is required. OR
•     A university degree in Security Management, Business Administration or equivalent field will be given due consideration, but it is not a requirement. 

Experience:

•     Minimum of 5 years  (with high school diploma) or 2 years (with bachelor’s degree) of work experience in SIOC setups or analysis within the UN system, an international organization, or an international NGO is required

•     Experience in maintaining security incident databases
•     Experience in security threat information processing including security risk analysis and development of recommendations
•     Experience in developing visual aids such as maps, charts etc. in support of the information analysis outcomes
•     Experience in the use of data analysis tool, computers, office software packages (MS Word, Excel, etc), database packages, Power BI and other computer based, web and smartphone applications. 
•     Previous experience in information management with an army or police security operations center is desirable. 
•     Prior relevant working experience within the UN system, an international organization or an international NGO is desirable. 
 

Required Language(s):

•     Fluency in English and Arabic is required.

•     Knowledge of Kurdish is desired.

Professional Certificates

•     UN Security Certification, such as SCP, FSA/LSA,is an asset.
•     Security Analysis Process and Practice (SAPP) Course is desired .
