The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE.
The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance.
The purpose of a Logistics Officer (Fleet & Assets) Kharkiv is to provide the day-to-day implementation of logistics function’s responsibility, namely, to be responsible for assets management and fleet operations in North-East Ukraine under the direction and guidance of the Logistics Coordinator North-East Ukraine Kharkiv. Logistics Officer will ensure effective use of NRC assets, coordinate people & asset movements, and Fleet management operations with other assistants and technical officers in other AOs and CO.
This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.
Generic responsibilities
Ensure adherence to NRC policies, tools, handbooks, and guidelines.
Implement delegated logistics functions according to Plan of Action.
Conduct and follow up on daily operational logistic activities.
Prepare Fleet and Asset reports as required by the North-East Area office / Country office.
Check all safety equipment is available based on the HSS team recommendations.
Ensure proper filing of all Logistics related documents.
Ensure close fuel consumption/Filling monitoring, including generator.
Specific responsibilities
Support Logistics Coordinator in managing, evaluating, and reporting Stock & Assets and Fleet management activities/performance.
Ensure close and regular stock counts and control.
Plan, schedule and monitor staff transportation and materials/equipment movements.
Ensure that all NRC NEAO vehicles are in proper operational condition and coordinate periodic/Urgent vehicle maintenance as needed.
Ensure that NRC vehicles are equipped with necessary movement logging documents, Waivers and Fuel logging sheets.
Ensure all NRC vehicles pass safety audits and safety equipment is available based on the HSS team recommendations.
Ensure that stocks are used according to NRC Logistics Handbook and other NRC country-level policies.
Plan, schedule and monitor stock/assets/equipment movements at all levels.
Ensure that all NRC stock (assets) is in proper condition and communicate when required.
Support in submitting daily, weekly, and monthly reports.
Support Logistics Coordinator in managing, evaluating, and reporting fleet management activities/performance.
Ensure proper utilization of NRC fleet.
Ensure that the necessary information related to transport/fleet management is effectively shared and communicated to the Logistics Coordinator.
Provide training of drivers and authorized to drive staff.
Ensure timely, accurate and correct data entry into the electronic fleet management system (eFS).
Be focal point for all staff questions regarding Fleet, assets and eFS.
Submit daily, weekly, and monthly reports of vehicle/fuel use; prepare statistical reports on usage/distribution of vehicles.
Make a Daily Movement Plan and send it to relevant staff one day in advance.
Prepare documents for payment of contracts when assigned by Logistics Coordinator.
Management of Taxi orders for NRC staff, including cross-border shuttle service.
Conduct any other duties assigned by Logistics Coordinator.
G Generic professional competencies:
Bachelor’s degree in relevant field.
Minimum 2 year of relevant experience in Logistics (Asset management).
Specific knowledge of motor vehicle construction and layout.
Previous experience of managing Fleet at least 6 months
Proficient in Office software (Word, Excel).
Knowledge of English in the Intermediate level, fluent in Ukrainian.
Context/ Specific skills, knowledge and experience:
Basic knowledge of the context in the areas NRC operates.
Experience working in a humanitarian/recovery context, technical-specific knowledge of the humanitarian sector is a strong asset.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
