The objective of this assignment is to support developing a draft national implementation plan of Mongolia for Awaza Proramme of Action under the guidance of the MFA and the UNRCO.
Work Location
The consultant will work under the direct supervision of the Mongolia LLDC focal point of the MFA (70%) and the economist of the UNRCO (30%) in Ulaanbaatar, Mongolia in carrying out the above areas of work and producing the outputs. The consultant is required to work in the office of the MFA and the office of the UNRCO from time to time to receive in-person guidance and supervision in carrying out the tasks.

Duties and Responsibilities
The Awaza Programme of Action (APOA) , a new ten-year global framework (2024–2034) to support the development of 32 landlocked developing countries (LLDCs), was adopted at the United Nations General Assembly in December 2024 and endorsed at the third United Nations Conference on Landlocked Developing Countries (LLDC3) in August 2025. Mongolia and Austria co-chaired the multilateral negotiations on the draft APOA. In November 2025, the United Nations Mongolia through the United Nations Resident Coordinator Office (UNRCO) and the Ministry of Foreign Affairs (MFA) of Mongolia, in cooperation with the International Think Tank for Landlocked Developing Countries (ITTLLDC) and European Union International Trade Development Mongolia (EU-ITDM), organized the stakeholders consultation meeting to increase the awareness of the Awaza Programme of Action for LLDC (2024-2034) in Mongolia. The meeting, represented by over 60 stakeholders, requested the organizers of the meeting to continue supporting the implementation process, including development of the national implementation plan. The consultant will be responsible for the following specific tasks. The consultant may also perform any other tasks in the areas of responsibilities, as requested. • Get thoroughly acquainted with the APOA and the mainstreaming toolkit of APOA to be published by the OHRLLS. The consultant should review the previous implementation plan and report for the Vienna PoA; • Prepare a zero draft of the national implementation plan under the guidance of the MFA and the UNRCO, including incorporating the guidance specified in the mainstreaming toolkit of APOA; • Support organizing national stakeholders’ consultations (up to 3 events) for developing the draft national implementation plan, including logistics, secretarial tasks, and a substantive note-taking to incorporate discussion points in improving the draft national implementation plan; • Prepare a final revised draft of the national implementation plan under the guidance of the MFA and the UNRCO as well as input collected from stakeholders consultation(s); • Conduct other tasks related to communication and coordinating among stakeholders, and developing the draft national implementation plan, as advised by the MFA and the UNRCO
Qualifications/special skills
A Master’s or higher degree in the fields of development studies, economics, business administration, international relations or other relevant fields; A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. More than 3 years of work experience in any four dimensions of the Sustainable Development (economic, social, environmental and governance) Previous work experience in APOA-related sectors, digitalization, trade and transport, etc., is desirable Previous work experience covering LLDC context is an advantage
Languages
The post is for Mongolian nationals. For this consultancy position, fluency in both English and Mongolia language in written and verbal form are required.
