Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent serves as a member of the United Nations Security Management Team. S/he will participate in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations in the field mission. The temporary position is based in Port-au-Prince and is located with the Safety and Security Section at the Security Information and Operations Center (SIOC). The incumbent will report to the Chief Security Adviser and/or his delegate.
Responsibilities
• Establish priorities, workflows, and standard operating procedures for SIOC functions by leading, coordinate and manage the SIOC team, overseeing the consolidation and fusion of multi-source information, including UNDSS field inputs, UN agencies, partners, and open sources. • Serve as a member of the Security Cell, building consensus to ensure alignment and support for security operations and initiatives to best enable UN activities. • Ensures forecasting of the evolving security environment and, the UN’s security and operational responses. Using analytical techniques and collaborative team research supports planning and ensures awareness of the current trends to enhance or adjust security programmes. • Ensures the development of inclusive risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats that may impact security. Identifies the strengths and weaknesses of different solutions, conclusions, or approaches to problems. • Ensures the preparation, review and implementation of security/contingency planning, security risk management documents and risk management-based security solutions through innovation and creativity. Provides written analysis of security trends and reporting of incidents. Participates in meetings, committees, and task forces, prepares papers on security issues, delivers briefings, provides responses, as needed. • Oversees security-related projects, prioritizing work to meet deadlines and following defined processes, policies, procedures and guidance, fostering alignment with colleagues and across organizations. • Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance; drives results that help support operational efficiency and effectiveness. • Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives. • Ensures the conduct of security surveys and assessments, creatively leveraging tools and processes, identifying and recommending simple, reasonable, inclusive, effective and efficient security measures, including when there is incomplete, contradictory and/or fluid information. • Ensures implementation and maintenance of a functioning Security Communication System. • Support activation and functioning of crisis management mechanisms • Provide real-time situational updates, analytical inputs, and operational dashboards during crises • Ensure continuous communication and coordination across stakeholders during emergency situations • Support relocation, evacuation, and contingency decision-making through information and analysis • Ensures implementation of departmental approaches to mainstreaming gender, diversity and inclusion into all aspects of the work as well as ensuring the implementation of people-centred security risk management approaches considering specific threats or vulnerabilities of personnel and adapting practices and measures in support of diversity and inclusion. • Performs other functions as directed.

Education
An advanced university degree (Master's degree or equivalent such as a senior command and staff (qualification) in security management or business administration, political/social/military science or international relations, with focus on security management; A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree; A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers) obtained over a minimum of a three-year period, may be considered its equivalent, and in combination with two additional years of qualifying experience in military, police or security management.
Job - Specific Qualification
Certification in the UNDSS SCP is required. Certification in SSAP is required Certification in Disasters and Risk Management is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in the military, police or security management of which at least five years of progressively more senior experience in security operations, or in security administration, or similar entities, within a military, police or security organization is required. At least two years of experience in managing multiple security units operating in a conflict or post conflict environment is required At least one year experience of having served in Very High/High risk environments is required. Experience of information collection, collation, analysis, and dissemination is required. Experience in Crisis Management, operational Security Risk Management (SRM) practices across diverse high-risk environments is required. Experience in lead the SIOC/SICU, directing security operations and ensuring integrated situational awareness to support operational planning and crisis response is required Demonstrated experience in crisis management and real-time operational coordination, including security information analysis and reporting within a Security Operations Centre (SOC/SICU/SIOC) or similar operational environment, is required. Experience in inter-agency coordination and complex operational environments is desirable.
