Qualifications

Purpose of consultancy

 

Manage Sudan Health Emergency and Infrastructure Project’s (SHEIP) financial operations at the PCO level, ensuring transparency, accountability, and compliance with WHO/AfDB standards.

 

Background  

Sudan is facing severe public health emergencies caused by armed conflict, population displacement, disease outbreaks, economic instability, and natural disasters. These pressures undermine the health system and emphasize the need for sustainable energy solutions to strengthen service delivery and resilience.

WHO is working to expand access to healthcare services through the project specifically by improving access to basic essential primary healthcare services; strengthening emergency preparedness and response; and building health system resilience in Sudan including investments in renewable energy

The African Development Bank has approved a grant of $ 54.5 million (USD) for Sudan to implement the SHEIP through WHO. The Project Management Unit (PMU), hosted by WHO, will manage planning, implementation, monitoring, evaluation, finances, and compliance with AfDB/WHO standards.

A Project Coordination Office (PCO), located in the Ministry of Health, will serve as the central hub for SHEIP. It will coordinate with MoH directorates, state ministries, local authorities, AfDB, the PMU, and implementing partners, while also leading stakeholder engagement and community consultations to promote local ownership

Within this framework, WHO seeks to recruit a National Consultant – Financial Management to manage financial operations, strengthen accountability, and support the effective implementation of the SHEIP.

 

Deliverables

The consultant will support the financial management of the Sudan Health Emergency and Infrastructure Project (SHEIP) and ensure compliance with WHO financial procedures and donor reporting requirements. The consultancy will deliver the following outputs:

Deliverable 1: Budget and Financial Tracking

-       Support the preparation and updating of project budget tracking sheets.

-       Maintain regular records of project expenditures and budget utilization.

Deliverable 2: Payment and Financial Documentation Support

-       Assist in tracking payment requests and maintaining financial documentation for project transactions.

Deliverable 3: Financial Reporting Support

-       Contribute to the preparation of quarterly financial summaries and expenditure reports.

Deliverable 4: Compliance and Documentation

-       Maintain organized financial records to support compliance with WHO procedures and donor requirements.

Deliverable 5: Financial Closure Support

-       Assist in compiling financial documentation required for project closure.

-        report and financial closure documentation within 60 days of project completion.

 

Educational Qualifications

Essential: Bachelor’s degree in accounting, Finance, or Business Administration.

Desirable: Professional certification such as ACCA, CPA, or an equivalent qualification.

 

Experience

Essential: Minimum of 1 year of progressively responsible experience managing financial operations for donor-funded projects.

Desirable: - Experience working with WHO, AfDB, or other UN/International organizations.

-  Proven track record in developing and implementing financial policies and procedures.

-  Experience in preparing donor financial reports and liaising with external auditors.

-  Prior involvement in setting up or strengthening financial systems in large-scale health or development projects.

 

Skills/Knowledge

 

  • Strong financial management, budgeting, and reporting capabilities.

  • Expertise in compliance with donor and international accounting standards.

  • Proficiency in accounting software and ERP systems.

  • Ability to prepare and analyze financial statements, manage cash flow, and support audits.

  • Excellent organizational, analytical, and communication skills.

  • Knowledge of Microsoft Office software applications.

 

Language

Essential: Fluency in written and spoken English and Arabic.

Location

Sudan

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Hiring Unit

Travel

The Consultant is expected to travel according to the required needs to give face-to-face technical assistance and/or training.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: National Grade at NOA level

  • Expected duration of the contract: 6 months within this period: Start date: 15/04/2026- End date: 14/10/2026

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
