Project Context and Scope
The Sef Ples Blong Yumi Phase 2 project, implemented by the National Disaster Management Office (NDMO) in collaboration with the International Organization for Migration (IOM), strengthens the Displacement and Evacuation Centre Management (DECM) Cluster’s preparedness and response capacities at national, provincial and community levels.
The project supports the Government of Vanuatu, through the National Disaster Management Office (NDMO) and partners, to strengthen preparedness, coordination, and evacuation center management based on different hazards impacting Vanuatu. The project aims to build capacity across national, provincial, and community levels to maintain safe, dignified evacuation options and improve displacement management in emergencies.
The project also includes the update and rollout of the National Evacuation Centre Management Guidelines (NECMG) and the Evacuations Toolbox, focusing on strengthening the capacity of Area Administrators, Provincial Disaster and Climate Change Committees (PDCCCs), Community Disaster and Climate Change Committees (CDCCCs), and faith-based groups to manage community-led evacuations.
To support the rollout of training activities under the Sef Ples Blong Yumi Phase II project, strengthening the capacity of national, provincial, and community stakeholders in Evacuation Centre Management (ECM) and Displacement and Evacuation Centre Management (DECM) coordination.

Disaster Risk & Resilience Unit / Displacement and Evacuation Centre Management (DECM) Cluster
Assist in planning, preparation, and scheduling of Training of Trainers (ToT) and community-level ECM trainings in coordination with NDMO, PDCCCs, Area Administrators and CDCCCs for rollout across Provinces and Area Councils.

Travel
Duty travel across Vanuatu, to remote and rural Area Councils, to coordinate evacuation center management and to liaise with counterparts which is required as per training schedule; approved per IOM procedures. Training schedule may require longer stints (of up to several weeks) travelling to facilitate trainings. Personal schedules and commitments will also be considered as part of training schedule planning
Languages
For this consultancy, Fluency in Bislama and English language is required. Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
