We are currently seeking qualified candidates for the position of Procurement Officer.

Description

FHI 360 is seeking a qualified candidate for the position of Procurement Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula and Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement.

The Procurement Officer will be responsible for purchasing goods and services and ensuring that the procurement process is efficiently managed from requisition to final delivery, including maintaining procurement trackers, monitoring orders, and ensuring timely delivery of goods and services.

S/he must be able to formulate, analyze, and interpret contractual documents, tenders, and Requests for Proposals (RFPs) to determine their suitability, integrity, and compliance with applicable laws, donor regulations, and organizational policies.

The selected candidate will be based in Zambezia and will report to the Finance and Operation Manager.

Accountabilities

  • Lead the procurement process, including reviewing and processing purchase requisitions, following up on requests and ensuring timely delivery.
  • Participate in supplier selection processes, including requesting quotations and negotiating competitive pricing and terms.
  • Prepare formal procurement documentation (bid comparative analysis, memoranda, purchase requisitions) through purchase order issuance; follow up on orders and prepare procurement status reports.
  • Update procurement trackers and records and ensure proper filing and archiving of procurement documents in compliance with audit requirements.
  • Conduct negotiations of contracts and agreements that protect the organization’s interests and provide best value to the project.
  • Engage proactively with project staff to establish and maintain positive and effective working relationships with suppliers and service providers.
  • Maintain appropriate documentation to ensure that procurement processes, decisions, and contractual agreements are accurately recorded for accountability and audit purposes (evaluation reports, supplier selection minutes, memoranda, and other supporting documents).
  • Prepare routine contracts for the supply of goods and services in line with organizational and donor regulations.
  • Ensure that procurement transactions are carried out in a timely and compliant manner.
  • Submit invoices with complete supporting documentation to the Finance Unit for payment processing.
  • Prepare and submit monthly procurement activity reports.
  • Review and evaluate supplier performance; track deliveries and coordinate with suppliers regarding contractual obligations.
  • Liaise with requesters and provide regular updates on procurement status.
  • Perform other related duties as assigned in support of the procurement unit.

Required Qualifications

  • Bachelor's degree in business administration, Supply Chain Management, Procurement, or a related field; a professional certification in procurement (e.g., CIPS) is an added advantage.
  • Knowledge of U.S. Government/DOS rules and regulations and experience applying donor procurement requirements.
  • 3–5 years of relevant experience in procurement with an INGO or international organization.
  • Demonstrated knowledge of procurement standards, competitive bidding processes, and contract management.
  • Strong analytical, negotiation, and relationship management skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
  • Ability to work with minimal supervision and manage high-volume workflows under tight deadlines.

  • Ability to spend extended periods working on a computer and performing repetitive keyboard tasks.
  • Ability to sit and stand for extended periods.
  • Ability to lift/move up to 5 lbs.

Technology to be Used

Personal computer/laptop; Microsoft Office 365 applications (including SharePoint and Teams); mobile phone technology; and standard office equipment.

Travel Requirements

Limited travel within Zambezia Province may be required, as needed.
