Organizational Context and Scope
Under the overall supervision of the Deputy Regional Director (Operations) at the Regional Office for Europe and Central Asia (ROV ECA), direct supervision of the Regional Thematic Specialist (Migration Health), in close coordination with the Regional Migration Health Assessment Coordinator (RHAPC) currently based in Warsaw, Poland, and in close collaboration with relevant units at ROV ECA and MHD headquarters, the incumbent will be responsible for coordinating and supporting Migration Health programme in ECA region.
Provide coordination and administrative support to wide range of migration health resource mobilization activities for country offices as well as regional/multi regional/sub-regional initiatives, in close coordination with Regional Health Assessment Programme (HAP) and Sub-regional Office in Brussels (SRO), Support the identification of programming opportunities and potential donors through mapping the existing services and gaps in the donor landscape, assist in reviewing donor priorities in close coordination with the Regional Thematic Specialist (Migration Health), assisting in preparing basic donor pitches, and contributing to the drafting of concept notes and proposals, especially in countries where the Health Assessment Programme is active or growing. Support internal MHD capacity-building activities in the region across all areas of MHD programming by conducting trainings, webinars and workshops, for select country health focal points, assist in the developing e-learning modules/on-line courses, and providing support in knowledge exchange and learning platforms in close coordination with the Regional Thematic Specialist (Migration Health).
Compile HAP data and support in the preparation of summaries used evidence-based reporting and programme planning and resource mobilization efforts. In close coordination with the Regional Thematic Specialist (Migration Health) document, good practices and lessons learned, and relevant information between HAP and non-HAP projects in close coordination with COs, SRO, and HQ.
Support on cross-thematic coordination to help ensure MHD’s contributions to Regional strategic plan, including routine support for integrating health activities within humanitarian response and solutions, regular pathways, returns, and routes-based approach.
Participate and provide support to Regional Thematic Specialist (Migration Health) by attending to internal and external meetings and events when assigned.
Draft concept notes, proposals, donors reports, and publications in close coordination with the Regional Thematic Specialist (Migration Health) and Regional Migration Health Assessment Coordinator (RHAPC).
Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
Perform other related duties as assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in Public Health, Medicine and/or or Social Sciences or related fields from an accredited academic institution with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
At least three years of professional experience in either/or applied health research, project development and implementation in context of recovery and humanitarian programmes, regular pathways, on public health, migration, and related fields in Social Sciences.
Experience in liaising with donors, in particular EU donors, governmental authorities, national/international institutions, United Nations agencies in particular IOM and non-governmental organizations;
Experience in working on migration health with migrants, refugees, and internally displaced persons.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
In-depth knowledge of the broad range of migration health related subject areas dealt with by the Organization and knowledge of UN and bilateral and multilateral donor negotiation and programming.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
