Result of Service
Delivery of an independent, high‑quality final evaluation of the UNSDCF 2023–2027 in Montenegro, providing evidence‑based findings, conclusions and actionable recommendations to inform UN strategic positioning, future programming and accountability to national stakeholders. Required deliverables: 1.Inception Report Mid-May 2026 2.Preliminary Findings Presentation July 2026 3.Draft Evaluation Report End of August 2026 4.Final Evaluation Report End of September 2026

Home‑based, with travel to Montenegro as required by the assignment (estimated duration 5 working days).

Duties and Responsibilities
Under the overall supervision of the Evaluation Management Group (EMG) and the Evaluation Manager, and in close coordination with the UN Country Team, the Evaluation Consultant(s) will conduct an independent final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Montenegro. The consultant(s) will be responsible for the following key duties and responsibilities: • Design and implement the evaluation in line with UNEG Norms and Standards and the Guidelines for the Evaluation of the UNSDCF, ensuring independence, methodological rigour, and ethical compliance. • Conduct a comprehensive desk review of relevant UN, government and partner documentation, including the UNSDCF, CCAs, annual UN Country Results Reports, joint work plans, evaluations and national statistics. • Develop an Inception Report, including a refined evaluation design, Evaluation Design Matrix (EDM), methodology, sampling strategy, data collection tools, and workplan. • Collect and analyse qualitative and quantitative data through interviews, focus group discussions, and, where relevant, field visits, ensuring meaningful engagement of government, UN agencies, development partners, civil society and rights‑holders. • Assess the relevance, effectiveness, efficiency, coherence, coordination, sustainability and orientation toward impact of the UNSDCF, with systematic integration of gender equality, human rights, disability inclusion and Leave No One Behind principles. • Analyse the UN system’s collective contribution to national development results, policy and institutional change, and EU accession‑related reforms. • Prepare and present preliminary findings to the UNCT and key stakeholders and incorporate feedback as appropriate. • Draft a high‑quality final evaluation report, including clear findings, conclusions, lessons learned and actionable, forward‑looking recommendations to inform future UN programming. • Support validation of findings through stakeholder workshops and finalize all evaluation deliverables in accordance with agreed quality assurance processes and timelines.
Qualifications/special skills
Master’s degree in a relevant field (international development, law, economics, political science, governance, social sciences or a related field) is required. 10 years of working experience in evaluation of UN’s or other international organization strategic documents is required. Proven experience as an evaluation team leader is required. UN agency country programme experience is desirable. Regional expertise in the region of the Western Balkans is desirable.
Languages
Fluency in English is required. Knowledge of the Montenegrin language will be considered a significant asset.
