The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Medical Services Section delivers healthcare, occupational health services, and MEDEVAC coordination in line with the mission mandate. Within this framework, the Medical Evacuation Coordination Cell (MECC) oversees the planning and coordination of medical evacuations for mission personnel and other eligible individuals. The Head Nurse (FS 6), assigned to the MECC, reports to the Chief, MECC (P 4) and provides senior professional leadership and operational supervision of nursing personnel involved in MEDEVAC and patient movement, ensuring compliance with United Nations medical policies, clinical standards, and duty of care obligations.
Responsibilities
Within delegated authority, the Head Nurse, FS-6 (MECC) will be responsible for the following duties: Clinical Duties: Ensures smooth day-to-day operation at walk-in clinic, emergencies, and travel clinic. Provides in service training to nurses. Assists in providing health promotion programs and in addressing work environment and occupational health issues. Medevac coordination Duties Leads and oversees the review, coordination, and prioritization of medical evacuation (MEDEVAC) requests, ensuring compliance with United Nations policies, procedures, and clinical governance standards. Provides senior level nursing expertise on patient stabilization, fitness for travel, evacuation planning, and escort requirements; independently manages complex cases and serves as a technical resource for nursing and medical personnel. Coordinates at an advanced level with aviation, logistics, movement control, security, and receiving medical facilities to ensure timely medical clearances and the effective deployment of transport assets, equipment, and escorts, including during mass casualty and complex evacuation operations. Oversees the accuracy, timeliness, and confidentiality of MEDEVAC and clinical records; ensures quality control, contributes to reporting, trend analysis, and lessons learned, and supports the training and mentoring of staff involved in MEDEVAC operations. Medico Administrative Duties: Assists the Chief, MECC in implementing UN policies and procedures related to medical clearances, emergencies, crisis preparedness, and oversight of UN contracted Level 2 medical facilities, ensuring staff healthcare and medico legal compliance. Evaluates, identifies and recommends purchase of medical supply, supports and assists the Chief Medical Officer in preparing Medical section budget, staff training plan and purchase of medical supplies/equipment. Refer staff to outside medical practitioners as required. Supervisory Duties: Manages, supervises and evaluates performance of nursing staff. Provides opportunities for nurses to consistently update their nursing skills. Oversees nursing outposts that may be designated in other UN buildings.

Education
University degree (B.S. or equivalent) in nursing.
Job - Specific Qualification
National registration and license are required. Certification in Basic Life Support and CPR, with demonstrated ability to operate ECG machines and glucometers, is required. Certification in acute trauma care and life support (ATLS) with validity covering deployment period, is required. Pre-hospital trauma life support (PHTLS) or equivalent certification is desirable with validity covering the deployment period. Certificate in the United Nations Buddy First Aid Master Trainer Course is desirable
Work Experience
At least 5 years of work experience with a first level university degree is required. A minimum of 2 years experience working in a post-conflict field operation is required. At least two years of working knowledge in the UN medical supply/equipment management policy and procedure system application is desired Supervisory or senior technical experience with electronic patient record systems (e.g., EarthMed) for MEDEVAC documentation, medical clearances, and continuity of care is desirable. Leadership or coordination in medical evacuations and patient transfers, including liaison with aviation, logistics, movement control, security, and receiving facilities, is desirable. Senior nursing or medical coordination within field missions, humanitarian operations, or challenging environments is desirable. Increasing responsibility within the UN system or other international organizations, especially in medical evacuation, emergency response, or field medical operations, is desirable.
