The IMEO Case Lead for Asia and the Pacific integrate the IMEO Government Relations team and will support the ongoing work of IMEO in the region including but not limited to India, Pakistan, Japan, South Korea, Malaysia, Thailand, Indonesia, Mongolia.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. IMEO’s Methane Alert and Response System: IMEO manages the Methane Alert and Response System (MARS), which uses satellite data to identify major methane emissions events and notify relevant stakeholders who can act to mitigate these emissions. MARS will be comprised of four components: 1. Component 1 – Detect & Localize / Attribute & Analyze 2. Component 2 – Alert & Notify 3. Component 3 – Assess & Mitigate 4. Component 4 – Track & Coordinate IMEO seeks a Case Lead for Asia and the Pacific to support the management of the notification process and stakeholder engagement in the region. The Case Lead will develop and maintain contact lists of stakeholders in Asia and the Pacific, will collaborate with partners to notify them when an event is detected, and will work with contacts to receive feedback and share with the IMEO team. IMEO’s Methane Science Studies: IMEO designs, funds and leads scientific studies worldwide to understand and quantify how much methane is released into the atmosphere, where emissions come from, and how they change over time. IMEO has launched dozens of studies across nearly 20 countries across oil and gas, waste, and coal. The Case Lead for Asia and the Pacific will support partnerships and stakeholders’ engagement for new studies in this region. Capacity building work of IMEO: Through its Methane Training Series, UNEP’s IMEO works with countries to strengthen their understanding of methane emissions and help countries harness the data provided by IMEO to implement mitigation actions. The Regional Case Lead will play a key role in the development and coordination of training programs in the region, collaborate with the implementation team on follow-up actions with governments Other engagement: Engage relevant government and NOC contacts to encourage membership to the Oil and Gas Methane Partnership 2.0, support engagement with Agriculture and Waste sectors in the region. The IMEO Case Lead for Asia and the Pacific will support ongoing work in the region including but not limited to India, Pakistan, Japan, South Korea, Malaysia, Thailand, Indonesia, China, Mongolia. The consultant will report to Head of IMEO.
Qualifications/special skills
Required: Masters or Equivalent in energy/environment, policy, or a related field At least seven years of experience working in government, multilateralism, or related industry in one of the following countries: Japan, South Korea, India, Pakistan, Thailand, Malaysia, Indonesia.
Languages
Fluency in oral and written English. English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset. Near-native level in other languages spoken in the region is desirable.
Additional Information
• Compile contact list for Asia and the Pacific, including government bodies, national oil companies, and other relevant stakeholders • Organize MARS introductory meetings with regional contacts points • Notify detected emissions events and provide follow-up to ensure action is taken and continue to develop contact lists • Identify opportunities for case studies for MARS mitigation stories to showcase • Compile feedback and develop needs assessment for MARS response • Present regions and countries with the potential for measurement studies to the IMEO science team • Support translation of scientific findings for use by regional government stakeholders • Engage stakeholders to present opportunity and agree to collaborate with IMEO on science studies • Support the collection of location data, acquisition of flight permits, and other items necessary for the successful completion of scientific studies • Organize delivery of training session to government stakeholders • Support event preparations in the region • Continue engagement with NOCs to move forward with OGMP 2.0 membership • Compile summaries of regional needs • Engage relevant stakeholders and support outreach in the coal sector, agriculture and waste sector.
