Position Overview

The Monitoring and Evaluation (M&E) Officer at national level will support the implementation and strengthening of the ACHIEVE project Monitoring, Evaluation, and Learning (MEL) system to ensure accurate, timely, and high-quality program data for decision-making. The position will provide technical guidance and oversight to district-level MEL Officers, strengthening their capacity to implement monitoring systems, improve data quality, and promote routine data use for program improvement.

The National M&E Officer will ensure timely reporting of project indicators, strengthen digital data management systems, and mentor frontline health workers and district teams to improve digital competency and use of electronic data systems such as HMIS and other digital health platforms. The role will also support translation of routine data into actionable insights to improve program performance at facility, district, and national levels.

Working under the technical guidance of the MEL Manager, the MEL Officers at national level will provide backstopping support to the districts to ensure that district-level data adequately and timely contributes to national reporting requirements while supporting district teams to use data to identify service delivery gaps and improve maternal, newborn, and child health outcomes

Key Responsibilities

  1. Monitoring and Evaluation System Strengthening
  • Support implementation of the ACHIEVE MEL framework including indicators, reporting tools, and data systems.
  • Ensure alignment with Ministry of Health HMIS and national reporting requirements.
  • Support the development of monitoring tools and reporting templates.
  • Ensure consistent MEL procedures across project districts.
  1. Support and Supervision of District MEL Officers
  • Provide mentorship and technical guidance to District MEL Officers.
  • Support routine data verification and quality improvement activities.
  • Review district reports for accuracy and completeness.
  • Support districts to address gaps in data collection and reporting.
  1. Data Quality Assurance
  • Support routine data quality assessments and verification exercises.
  • Ensure adherence to HMIS data quality standards.
  • Monitor implementation of data quality improvement action plans.
  • Conduct periodic data validation of reported indicators.
  1. Data Management and Reporting
  • Coordinate compilation and submission of project reports.
  • Ensure districts submit routine data in a timely manner.
  • Maintain centralized project databases.
  • Develop dashboards and performance summaries.
  1. Digital Data Systems and Capacity Building
  • Support use of digital health systems for program monitoring.
  • Mentor frontline health workers to strengthen digital competency.
  • Support district teams in electronic reporting systems.
  • Identify opportunities to strengthen digital data use.
  1. Promoting Data Use for Decision-Making
  • Support analysis of program data at district and national levels.
  • Facilitate routine data review processes.
  • Develop presentations and data summaries for review meetings.
  • Promote evidence-based decision-making.
  • Review presentations and data visualization developed by district teams.
  1. Coordination and Collaboration
  • Work closely with the Ministry of Health CMED teams.
  • Collaborate with technical teams to align monitoring systems.
  • Participate in national and district MEL coordination meetings.

Basic Requirements

  • Bachelor’s degree in Public Health, Statistics, Monitoring and Evaluation, Health Informatics, Epidemiology, or a related field
  • Minimum 7 years’ experience in monitoring and evaluation in health programs.

Preferred Qualifications

  • Experience supporting district-level data systems.
  • Experience with HMIS/DHIS2 or other digital health information systems.
  • Experience in data analysis and reporting.
  • Experience working on USAID/Department of State (DoS) funded projects is preferred.
