JOB CONTEXT:
Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.

HI Palestine is currently operating under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. The mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA. The total budget for 2026 is expected to range between 8 and 12 million EUR. 

YOUR MISSION:

Reporting to the Palestine’s logistics manager, The Emergency Logistics Manager – Gaza is responsible for leading and coordinating all logistics operations in support of HI’s emergency response and ongoing humanitarian programming in the Gaza Strip. While the position is primarily based in Gaza, access constraints due to the volatile security and political environment may require periods of remote work from Amman. This operational duality must be anticipated and integrated into all areas of responsibility. The Emergency Logistics Manager ensures the continuity of critical logistics functions, the localization and strengthening of logistics capacity, and the implementation of context-specific contingency mechanisms. The role is central to maintaining HI’s operational effectiveness and resilience in one of the most complex humanitarian environments globally.

Your mains responsibilities will be:

 

1. Team Management and Capacity Building

· Supervise and support the Gaza-based logistics team (procurement, stock, fleet, IT, premises), ensuring clear structures and effective delegation.

· Foster a team culture of accountability, professionalism, and adherence to HI’s values and Code of Conduct.

· Provide capacity building and coaching, including formal and on-the-job training adapted to both face-to-face and remote modalities.

· Set performance objectives and ensure regular evaluations and feedback, maintaining operational leadership and cohesion regardless of location.

· Anticipate challenges linked to remote management and implement mitigating measures to maintain team efficiency and morale.

 

2. Emergency Logistics Procedures and Implementation

· Update, contextualize, and implement Gaza-specific emergency logistics procedures aligned with HI’s global standards.

· Lead the operationalization of contingency plans including stock pre-positioning, alternate supplier agreements, fuel planning, and storage options.

· Collaborate with the Area Manager and HAS Manager to identify and set up emergency logistics infrastructure, including safe and accessible premises.

· Monitor the humanitarian situation and adjust logistics planning accordingly to ensure uninterrupted support to affected populations.

· Support the rollout of the ROOTS project and HI’s strategic logistics transformation in the emergency context.

 

3. Supply Chain Management for Gaza

· Design and oversee the Gaza supply chain strategy to ensure flexibility, responsiveness, and compliance in a constrained and shifting environment.

· Manage the full procurement cycle including needs planning, tendering (local and international), contracting, delivery, and supplier performance monitoring.

· Ensure proper coordination and information flow with HI procurement/logistics units in Jordan, Egypt, and HQ.

· Liaise with Gaza-based suppliers, humanitarian actors, and authorities to secure procurement and transport pathways.

· Ensure complete and compliant documentation for all procurement files, with proactive audits and corrective measures when needed.

· Track humanitarian shipments in close coordination with the Logistics Cluster, the COGAT mechanism, and relevant stakeholders.

· Maintain and utilize logistics dashboards and reporting tools (procurement trackers, fleet/fuel/stock reports).

 

4. Emergency Preparedness and Response

· Lead logistics preparedness measures tailored to Gaza’s high-risk and high-impact context.

· Conduct regular risk assessments and develop mitigation strategies for key logistics components (vendors, storage, transport).

· Ensure the logistics team and systems are ready for rapid activation and scale-up, including during periods of remote management.

· Actively engage in HI’s emergency coordination and represent the logistics function in relevant clusters and task forces.

 

5. Cross-Cutting Responsibilities

· Ensure full compliance with HI logistics policies, internal control frameworks, and donor regulations.

· Maintain up-to-date archiving and documentation systems for procurement, transport, and stock activities.

· Provide monthly reporting and analysis to the Palestine Logistics Manager and contribute to overall mission planning and strategy.

· Ensure accountability to affected populations through transparent and needs-responsive logistics support.

Requirements

• You have at least 3 years of experience in management of humanitarian logistics and at least 2 years of experience in emergency responses in conflict-affected countries.

• You are able to handle conflicts, you have strong interpersonal and intercultural skills, with good communication and negotiation skills in English.

• You have proven capacity to manage complex supply chains and logistics operations in high-risk environments. 

• You got experience with remote team management and operating under access constraints is highly desirable, in-depth understanding of donor procurement rules, humanitarian coordination mechanisms, and emergency logistics preparedness.
