Job Description

The Position:

The HR Analyst, Career Development and Talent Mobility position will support UNFPA in driving data-informed talent decisions and providing coordination support for key talent and organizational development and culture  initiatives. Under the direction and supervision of the Chief, Career Development & Talent Mobility Branch, this role contributes to UNFPA’s strategic priorities by translating HR data into actionable insights, coordinating implementation of HR projects, and supporting analytics, reporting, people, culture and organizational development projects.

Job Purpose:

As HR Analyst, within UNFPA’s Career Development & Talent Mobility Branch, you will support evidence-based HR / talent decisions and coordinate and support projects in HR data and analytics, global staff surveys, pulse surveys, culture indices, learning, engagement, and organizational development. You will analyze HR / talent data, design dashboards and metrics, coordinate with stakeholders, ensure project timelines, and provide actionable recommendations. You will report to the Chief, Career Development & Talent Mobility Branch.

You would be responsible for:

1. Talent Analytics & Insights
  • Collect, clean, and integrate HR data from various sources (ERP, surveys, talent reviews, performance systems).
  • Coordinate and support the implementation of employee engagement initiatives to enhance organizational culture and staff satisfaction. Collect and analyze employee feedback through surveys, focus groups, and other engagement tools such as such as Employee Engagement Surveys, Pulse Surveys, EDGE certification, culture indices.
  • Coordinate and support statistical and trend analyses to identify patterns, correlations, and predictive indicators (e.g. predictors of performance, engagement, retention) using statistical analysis (e.g. R, Stata, Python) and business intelligence platforms (PowerBI, Tableau) and database querying (e.g. SQL).
  • Design, maintain, and improve HR and people analytics dashboards using e.g. PowerBI, to capture and analyze data related to talent reviews, culture, learning, performance, engagement, skills gap, turnover, mobility. Ensuring analytics insights are accessible to stakeholders.
  • Collect and analyze talent, culture and performance data to identify trends, and prepare fit-for-purpose reports to inform decision-making and support talent development strategies.
  • Translate analysis into clear, actionable insights and recommendations for HR leadership and business partners.Support the identification of skills gaps and organizational capability needs through data analysis and support stakeholder consultations.
  • Support the preparation of guidelines and user-guides on how to use dashboards.
  • Under guidance of the Chief, conduct external benchmarks on external analytics trends and tools (industry / UN / development sector) and incorporate best practices in analytics.
2. Project Coordination & Implementation
  • Support project coordination for people and organizational development projects e.g. people strategy design and implementation, culture initiatives, talent mobility initiatives, career development initiatives, capability building initiatives incl. learning and leadership development.
  • Develop project plans, track deliverables, monitor timelines and budgets, manage risks, and ensure stakeholder alignment.
  • Support the design, analysis and reporting on employee and pulse engagement surveys; analyze survey data, track action plans, and measure outcomes.
  • Organize and prepare meetings and trainings; prepare materials, agendas, minutes.
  • Prepare reports and presentations to communicate outcomes, insights, and recommendations to HR management and key stakeholders.
  • Monitor progress, produce periodic status reports, escalate issues, and propose corrective actions. Collect feedback, monitor adoption, evaluate outcomes, and adjust interventions accordingly.
  • Ensure quality control and consistency across project outputs (tools, templates, guidance).
  • Maintain and update relevant intranet portals and FAQ resources.
  • Perform any other tasks as assigned to you.

Qualifications and Experience: 

Education:  

Advanced university degree in Human Resources, Business Administration, Economics, Organizational Development, Psychology, or related fields

Knowledge and Experience: 

  • First working experience in human resources management, talent analytics and insights, strategic workforce planning, talent management, people and organizational development is desired.
  • First working experience with ERP systems such as Oracle Quantum, Power BI and statistical tools and methods is desired.
  • Strong project management skills.
  • Strong analytical skills, with experience in data collection, analysis, and reporting.
  • Strong communication skills and the ability to work collaboratively in multicultural environments.

Languages: 

Fluency in English is required; Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
