Purpose: The Southern Leyte Field Coordinator IC is primarily responsible for the day-to-day coordination, management, advocacy and visibility of UNFPA’s 9th Country Programme (CP) implementation in Eastern Visayas with special focus on Southern Leyte. These functions include supporting the effective, efficient and timely implementation, monitoring, reporting, and communication of UNFPA interventions and results under the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy (JPARAP) with special focus on the Province of Southern Leyte and stakeholders across the humanitarian-development continuum. The Field Coordinator works hand in hand with the Sexual and Reproductive Health, Gender/GBV, Adolescent and Youth, Population and Development, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams based in the Manila Office. S/he reports to the UNFPA Assistant Representative.

Scope of work:

  • Map and build partnerships using appropriate partnership mechanisms with individual and collective government units/agencies, CSOs/non-government organizations, youth- and women-led groups, UN agencies, development and humanitarian partners, and other relevant stakeholders in the Province of Southern Leyte;
  • Help develop and review work plans on addressing adolescent pregnancy, maternal deaths, unmet need for family planning, and GBV and other harmful practices across the humanitarian-development continuum, and generate recommendations on effective coordination for quality,  timely, efficient, and effective implementation of 9th CP interventions in an integrated manner;
  • Provide technical inputs in the implementation of baseline, midline, and endline surveys with the monitoring and evaluation team of the JPARAP and in the implementation of the 9th CP M&E Plan; 
  • Contribute in the drafting of relevant reports for the JPARAP and all other 9th CP-related reports in coordination with the UNFPA Country Office team;
  • Provide technical inputs in advocacy and resource mobilization efforts of the CO, including coordinating and identifying potential opportunities to widen and diversify UNFPA’s investments on addressing adolescent pregnancy, maternal deaths, unmet need for family planning, and GBV and other harmful practices across the humanitarian-development continuum;
  • Organize and convene the provincial steering committee of the JPARAP and follow-through actions during discussions;
  • Coordinate key action points with the regional and national steering committees of the JPARAP;
  • Serve as UNFPA Field Focal Point to government partners, NGOs, IPs, development and humanitarian partners, and Southern Leyte Provincial-level coordination mechanisms for any 9th CP intervention across the across the humanitarian-development continuum, including but not limited to Humanitarian Preparedness/Response/Recovery, Anticipatory Action, Enhancing Resilient Communities, Accountability to Affected Populations, etc.; and
  • Perform other related tasks that may be assigned by the supervisor.
Duration, working schedule, fee basis (daily / weekly / monthly / lump sum / per deliverables)

April 2026 – February 2027

The individual Consultant is expected to work from Monday to Friday.

Monthly Fee Basis

Place where services are to be delivered:

Duty Station: Southern Leyte, Maasin (reporting to UNFPA CO, Mandaluyong City)

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks
Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, verified and approved by the Assistant Representative.

Supervisory arrangements:  The Field Coordinator for Southern Leyte will work under the overall supervision of the Country Representative and the direct supervision of the Assistant Representative. He/she will also work in coordination with the Adolescent and Youth, Reproductive Health, Population and Development, Gender, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams to ensure alignment with the 9th CP outcomes, outputs, and timeline.
Expected travel: The Field Coordinator for Southern Leyte is expected to travel to programme sites (as needed)
Required expertise, qualifications and competencies, including language requirements:

The Field Coordinator should possess the following qualifications and competencies:

Education:  

  • Master’s Degree in public health, international studies, and/or other related social science disciplines.

OR

  • Bachelor’s Degree in in public health, international studies, and/or other related social science discipline with two years of relevant experience

Knowledge and Experience: 

  • Up to two years professional experience in the field of sexual and reproductive health or gender, with demonstrated experience in programme/project management and coordination for Joint Programs is desirable
  • Practical experience in design, implementation, coordination, monitoring and evaluation of development projects
  • Experience using office software packages and web-based management systems

Languages:

Fluency in English, knowledge of local languages, Tagalog, Bisaya, and/or Waray, is desirable.

Working closely with the JPARAP Team: UNICEF and WHO and their implementing partners, UNFPA implementing partners such as but not limited to ZFF, PSRP, and other development and humanitarian partners, regional and provincial counterparts of national agencies such as DOH, DepEd, DILG, and local government officials (i.e. governor, mayors, local health bodies, population officers, and SKs) in JPARAP sites and other relevant strategic partners under the 9th CP.
