Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The work of UN Women in the Republic of Moldova is guided by its Country Strategic Note 2023 - 2027, which is aligned to the UN-Moldova Sustainable Development Cooperation Framework (UNSDCF) for 2023-2027 and the UN Women Global Strategic Plan (SP) (2022-2025). It aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development.  

The objective of this Consultancy is to provide high quality ICT support on hardware and software maintenance. The main responsibilities of the Individual ICT Consultant are, in close cooperation with the Regional and HQ ICT sections, to provide UN Women Moldova with consultancy services while improving the ICT infrastructure which shall include but not limited to: Hardware, Software, Data base, IT trainings and ICT capacity development activities. The Consultant will be tasked to ensure the all-time compliance of the Country Office with the corporate ICT standards and requirements.

The consultant will report to Operations Manager, and will be supported by ICT Focal Point, who will be the point of contact on the contract and payment issues.

Description of Responsibilities /Scope of Work

1.Continuously monitor changes in corporate ICT strategies and proactively lead to the adoption of new technologies in accordance with corporate information management and technology standards, guidelines and procedures.

2. Provide technical support in the functioning of the CO hardware and software: 

  • Monitor the use of ICT equipment, organize periodic maintenance, perform small repairs and hardware components replacements where appropriate.
  • For complex works coordinate with a third-party company on works and services for software maintenance and hardware repairing.
  • Provide technical support for the installation and maintenance of all communication systems including mobile and satellite phones.  
  • Provide technical support for the installation of software packages and related upgrades, and anti-virus programs where needed.  

3. Ensure efficient networks administration: 

  • Ensure proper functioning of office Local Area Network (LAN), maintain and repair for ensuring stable wired and/or wireless connectivity.
  • Configure network devices for shared use and configure user devices for local/cloud printing as required.  
  • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access.
  • Contribute and maintain the procedures on business continuity and disaster recovery processes, including backup and restoration of both cloud and local storage facilities.  

4. Provide web management services: 

  • Provide technical support for CO share-point site usage and update/modernization where needed.

5. Provide administrative support regarding ICT matters: 

  • Maintain inventory and stock of supplies and spare parts at required level in cooperation with the Procurement Unit.  
  • When required, coordinate and provide ICT support to internal and external key events where third-party logistics companies are involved.
  • Maintain an inventory of office ICT devices and other hardware, maintain a list of supplementary installed software and used licenses.
  • Review and adapt the technical specifications and participate in the procurement processes of various ICT hardware and software.

6. Provide technical support and advice for country office staff: 

  • Diagnose, evaluate, and prioritize requests for assistance from staff in CO and country offices experiencing problems with hardware, application software, operating systems, networking and other computer related issues.  
  • Liaise with ICT staff in HQ for support and guidance.  
  • Meet all ICT on-boarding requirements for new staff.  

7. Enforce Informational security and contribute to ICT knowledge management:

  • Ensure all personnel have completed mandatory InfoSec training.
  • Confer highest priority with urgent actions on ICT incidents flagged by HQ.
  • Contribute to the organization of training for the CO staff on ICT issues.  
  • Maintain library of reference materials, synthesize lessons learned and best practices in ICT.

8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 

Consultant’s Workplace and Official Travel

This is an office-based consultancy. 

This assignment does not foresee any travel. Any travel required will be arranged and financed separately by the Hiring Unit. 

Payment Details 

Full payment for the services performed by the Consultant under the conditions of the Contract, per day worked. UN Women shall pay the Consultant upon certification by UN Women that the services have been satisfactorily performed, and upon submission and approval of corresponding deliverables and timesheets. The fee may be payable in installments and the number of days worked is to be determined solely by UN Women. The Consultant agrees and acknowledges that acceptance of the Contract does not guarantee any minimum fee to be paid to the Consultant.

Functional Competencies:

  • Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and virus protection systems;  
  • Good PC hardware troubleshooting skills;  
  • Good knowledge of video conferencing and telecommunication;  
  • Good knowledge of database packages;  
  • Ability to perform a variety of standard specialized and non-specialized tasks and work processes;  
  • Ability to review a variety of data, identify and adjust discrepancies.

Required Qualifications

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in computer science or a related field is an asset.

Experience:

  • At least 7 years (with completion of secondary education) or 4 years (with a bachelor’s degree) of progressively responsible work experience in network administration, including the use and management of hardware, software, and telecommunications facilities, is required.
  • Experience with Microsoft operating systems (Windows 10 and 11), applications, office software, and other standard productivity tools is required.
  • Experience working with SharePoint is an asset.
  • Experience working with international organizations will be considered an asset.

Languages:

  • Fluency in English and Romanian is required.
  • Knowledge of another official UN language is an asset (French, Arabic, Chinese, Russian or Spanish).
