About the Philippines Country Program

Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.

RI Philippines implements programs in Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.

3. Job Profile

The Security Coordinator is responsible for leading and managing the organization’s safety and security risk management systems to enable safe and effective program implementation.

The role ensures that staff, partners, assets, and operations are protected through proactive risk analysis, context monitoring, incident management, staff training, and strong coordination with internal teams and external security stakeholders.

4. Key Responsibilities

Security Risk Management and Planning

  • Lead the development, regular review, and implementation of the Security Risk Management Framework and its related documents.
  • Conduct regular security risk assessments for the country, facilities, field programmes, and travel routes; update risk profiles and mitigation actions.
  • Ensure security considerations are integrated into programme strategies and planning processes.
  • Support contingency planning for identified high-risk scenarios.

Context Monitoring and Analysis

  • Continuously monitor political, environmental, social, and security developments within operational areas.
  • Produce actionable security briefs, trend analyses, and situation reports for leadership and field staff.
  • Maintain an early warning mechanism and disseminate alerts to relevant teams.

Incident Management and Reporting

  • Act as the security focal point of the country-level Critical Incident Management Team.
  • Lead or support the response to security incidents including emergencies, ensuring staff safety and continuity of operations.
  • Maintain a comprehensive incident reporting system and produce post-incident analysis.
  • Organise after-action reflections and document lessons learned for procedural improvement.

Staff Safety, Awareness, and Compliance

  • Deliver security inductions, briefings, and ongoing training (including movement protocols and evacuation procedures).
  • Promote a strong security culture with emphasis on duty of care, compliance, acceptance approaches, and humanitarian principles.
  • Advise staff on travel clearances, movement planning, and risk mitigation measures

Field Movement and Operational Support

  • Review and approve staff travel and field movement plans in line with security procedures.
  • Provide real-time security advice during field missions and coordinate communications with programme teams.
  • Support emergency evacuation, shelter-in-place, and crisis relocation planning.

External Coordination and Representation

  • Represent RI in inter-agency security forums, government and law enforcement engagements, cluster-level briefings, and civil–military coordination mechanisms, and other groups such non-state actors.
  • Maintain relationships with relevant local, national, and international security actors.
  • Support humanitarian access strategies with programme and community engagement teams.

Reporting and Documentation

  • Provide regular reports to the Country Director, Senior Management Team and Roving Security Support Manager on security conditions and risk trends.
  • Maintain up-to-date security documentation including plans, SOPs, and training records.
  • Support donor reporting requirements as they relate to safety and security risk management.

5. Person Specification

Essential criteria

  • Bachelor’s degree in Security Management, Risk Management, International Relations, Emergency/Disaster Management or related field.
  • Minimum 5 years of practical experience in security management, risk analysis, or operational safety—preferably in humanitarian or complex operating environments.
  • Demonstrated experience developing and implementing security strategies and risk management frameworks.

Desirable criteria

  • Experience working in the different parts of Philippines, such as Mindanao.
  • Familiarity with international security standards (e.g., SRM, INGO security frameworks).
  • Professional security certifications or training (e.g., HEAT, Hostile Environment Awareness, S-SAFE, FREC, MIRA).
  • Experience in incident management, training delivery, and staff coaching.
