Introduction

UNDP Vietnam is looking for a qualified National Senior Communications Consultant to support the MOIT’s Working group and the Secretariat of the Just Energy Transition Partnership in Viet Nam (JETP)

Since the early 2010s, the Government of Viet Nam has developed and is implementing a series of national strategies and action plans on climate change, green growth, and low-carbon sustainable development. Viet Nam’s Prime Minister, Pham Minh Chinh, approved the National Green Growth Strategy (NGGS) 2021-2030, vision to 2050 (Decision 1658/QD-TTg dated October 1, 2021) and the National Climate Change Strategy (NCCS) in July 2022. The National Power Development Plan for the period of 2021-2030, with a vision to 2045 (PDP8), was promulgated in May 2023 with the objective to ensure national energy security, diversification, and sustainable development in the electricity sector.

In 2026, the JETP SEC would like to strongly promote communications activities through the improved visibility of JETP on different channels, contributing to the enhanced awareness raising of relevant parties, JETP financing and project facilitation.

UNDP – The JETP Secretariat Support Agency

To support the Secretariat, some experts and supporting staff may include secondees from IPG and GFANZ members. Further, following recommendations from the co-leads of the IPG, the UK and EU, and with the agreement of the Government of Viet Nam, the United Nations Development Programme (UNDP) in Viet Nam has been designated as the Secretariat Support Agency (SSA). As a partial function of this role, UNDP provides administrative assistance, procuring and providing human resources for the operations of the Secretariat.

Based on the agreement of Ministry of Industry and Trade, UNDP is seeking one National Senior Communications Officer to work at the focal agency of MOIT’s Synthesis Working Group so that they can effectively and efficiently implement their tasks.

The primary objective of the assignment is to support the Secretariat, MOIT’s Working Group (and other Working Groups, if requested) in communications activities on JETP so as to effectively and efficiently contribute to achieving expected accomplishments of the RMP and the objective of the JETP Political Declaration.

Under the supervision and management of the Focal point of MOIT WG and Focal point of UNDP on JETP, the incumbent shall:

(i) To update and lead the implementation of the JETP communications plan;

(ii) To draft press release, substantial articles, scripts and other written communication products;

(iii) To regularly monitor, collect and ensure the timely update of information on JETP website, multimedia channel and social networks to maximize the coverage of JETP on mass media ;

The National Senior Communications Consultant shall work under the instructions of the Focal point of MOIT WG and UNDP. The incumbent will work in close collaboration with National Communications Firm for JET, Media and Communications Analyst of UNDP and stakeholders, relevant experts, staff, international and national organizations, and other individuals assigned to work on implementation of Viet Nam’s JETP.

Period of assignment/services: 180 working days (from April to December 2026).
